The Study Of Issues And Countermeasures The Practice Of Deepening City C’s Supervision System Reform

In recent years,deepening the reform of national supervision system has been listed as an important measure to improve the supervision system of the Party and state by the CPC Central Committee,which is also an important reform to effectively modernize China’s governance system and capacity.Established in January 2018,City C’s Supervision Commission has made remarkable achievements in the supervision system reform through years’ efforts in unifying anti-corruption authorities,leveraging supervision efficiency,summarizing reform experience and forming a deterrent effect.How has the supervision system reform in City C made headway since it was conducted,what are the shortcomings and deficiencies in deepening the reform of the supervision system in City C and how does City C handle problems and contradictions during the reform of the supervision system,how to deepen the reform of the supervision system in the new era with a new starting point,How to further convert ‘monitoring speed’ into ‘governance effectiveness’,City C is also facing several problems and difficulties.This paper tries to discuss the deepening reform of the supervision system in City C with the theory of public management in the paradigm of holistic governance.In-depth research,analysis and comparison will be conducted in aspects of ‘current situation analysis of the supervision system reform’,‘supervision efficiency after over three years’ supervision system reform’,‘connection of discipline and law,convergence between one law and another’,‘the establishment of supervision and information sharing platform for discipline and inspection commission’,‘the integration and construction of the four teams’.Problems in City C’s supervision reform will be analyzed,dilemma and deficiencies in City C’s deepening reform of the supervision system will be uncovered and causes of all these issues will be illustrated.Solutions will be put forward corresponding to reform target,supervision function,legislation and rules,team management,information sharing,etc,so as to help take the deepening reform of City C’s supervision system to a new stage.
