Research On Improving The Efficiency Of Comprehensive Law Enforcement Under The Grid System In Z Town Of Changzhou City

With the deepening of institutional reform,the comprehensive law enforcement work has gradually changed from relatively centralized law enforcement to comprehensive administrative law enforcement according to the needs of grass-roots government reform.This stage requires us to pay more attention to the management of administrative law enforcement incidents and the analysis of administrative law enforcement cases.In order to do a good job of administrative law enforcement case management,we must combine gridding to improve the interrelated role of administrative law enforcement and gridding through gridding analysis of administrative law enforcement subjects,gridding division of administrative law enforcement objects and gridding evaluation of administrative law enforcement effectiveness.Promote the comprehensive law enforcement work under the grid system to better play the role of grass-roots government administrative matters management.Based on the reform of comprehensive administrative law enforcement in Changzhou Z town,this thesis compares the results of the original comprehensive administrative law enforcement and the new comprehensive administrative law enforcement under the grid system.The relationship between grid and comprehensive administrative law enforcement is revealed by efficiency research.The development of comprehensive administrative law enforcement can not be separated from the support of grid work.Based on the system of regional grid division,event grid management,case grid procedure,law enforcement grid standard,evaluation grid framework and so on,the efficiency of comprehensive administrative law enforcement in Z town of Changzhou City can be improved.At the same time,the ability of grass-roots governments to handle social affairs has been greatly improved.Further analyze the connection between gridding and comprehensive administrative law enforcement,and promote the progress of the two work.Clarify the comprehensive law enforcement area through the grid area division,clarify the comprehensive administrative law enforcement rights through the grid event division,and clarify the steps and operation flow of each stage of the comprehensive law enforcement work through the grid handling of the law enforcement cases.Standardize law enforcement and law enforcement procedures.Through the evaluation of the grid system,the reflection on the comprehensive law enforcement work and the evaluation of the comprehensive law enforcement work by the administrative counterpart and the third party concerned,the grass-roots government constantly reflects on the experience and lessons learned in the process of administrative law enforcement.It must be recognized that to do a good job in the comprehensive administrative law enforcement of grass-roots governments,it is not a single promotion of comprehensive administrative law enforcement,nor a separate promotion of urban management law enforcement within the integrated administrative law enforcement system,human law enforcement,safety supervision law enforcement and other single line of law enforcement,but through the linkage with the grid system,mutual promotion,grid to fill the comprehensive law enforcement board,with comprehensive law enforcement forces to promote grid management,so as to achieve the management,governance,law enforcement three aspects of mutual unified development,to better maintain the social stability of grass-roots governments.This thesis has two pictures,two tables,52 reference papers.
