| At present,facing the complex international situation and the severe governance test in the post epidemic era,government governance efficiency has increasingly become an important indicator of national competitiveness.Since China’s reform and opening up,improving the efficiency of government governance has always been an important part of national development.Since the 1980 s,in order to control the administrative cost and improve the administrative efficiency,China has carried out eight government institutional reforms.Based on the review of domestic and foreign related research,under the guidance of principal-agent theory and management control theory,this paper takes the governance efficiency of western provinces(autonomous regions and municipalities)as the research object(hereinafter referred to as "western provincial government governance efficiency"),combined with the objective requirements of national governance modernization for provincial government governance,this paper constructs the evaluation index system of provincial government governance efficiency to evaluate the governance efficiency of provincial government in western region.The empirical analysis is mainly carried out from two aspects: one is to use cluster analysis method to compare the governance efficiency of provincial government in western region from a static perspective;the other is to take the panel data from 2017 to 2019 as an example This paper,from a dynamic perspective,makes a vertical comparison of the governance efficiency of the provinces(autonomous regions and municipalities)in the western region(hereinafter referred to as "the governance efficiency of the provincial governments in the western region"),analyzes the dynamic changes of the governance efficiency of the provincial governments in the western region,and draws the research conclusions of this paper according to the empirical analysis,and puts forward the corresponding countermeasures and suggestions.The research content of this article is mainly divided into four parts: theoretical analysis,index construction,empirical analysis and application of evaluation results.There are 7 chapters: Chapter 1 mainly explains the research background and research significance,reviews and reviews the status quo of research at home and abroad,and clarifies the research issues,And then determine the research ideas and methods,clarify the research content and innovation points of this article;Chapter 2 mainly defines the core concepts of government governance efficiency and government governance efficiency evaluation,expounds principal-agent theory,management control theory,and clarifies the guiding role of theoretical reference;Chapter 3 starts from the objective requirements of the modernization of national governance for the governance of provincial governments,initially constructs a provincial government governance effectiveness evaluation index system,and selects the evaluation indicators through the degree of membership and correlation analysis,and uses the entropy method and the analytic hierarchy process to synthesize Calculate the index weights and finally determine the provincial government governance effectiveness evaluation index system;Chapter 4mainly evaluates the governance effectiveness of the provincial governments in the western region in 2019 through the construction of the provincial government governance effectiveness evaluation system,and uses the cluster analysis method horizontally Compare the governance efficiency of the provincial governments in the western region,and divide the regional level of the governance effectiveness of the provincial governments in the western region;Chapter 5 mainly evaluates the governance effectiveness of the provincial governments in the western region from the vertical dimension through the construction of the provincial government governance effectiveness evaluation system.Analyze the dynamic changes in the governance effectiveness of the provincial governments in the western region from 2017 to 2019;Chapter 6 mainly uses the evaluation results of the governance effectiveness of the provincial governments in the western region,combs the research conclusions of the empirical analysis,and proposes ways to improve the governance effectiveness of the provincial governments in the western region Countermeasures and suggestions;Chapter7 is research deficiencies and prospects,pointing out research deficiencies and research prospects.The main conclusions of this paper are as follows:(1)the governance efficiency of provincial governments in the western region has the characteristics of horizontal development differentiation;(2)the region is on the rise as a whole.In view of how to improve the governance efficiency of the provincial government in the western region,the countermeasures and suggestions of this paper are as follows:(1)adhere to the people-centered,clear governance value orientation;(2)promote regional coordinated development,build a new development pattern;(3)strengthen the relevant system construction,improve the level of digital government construction;(4)pay attention to ecological environment protection,increase the intensity of pollution prevention and control.The innovations of this article:(1)Innovation of research perspective.This article focuses on the region and takes the governance efficiency of the provincial governments in the western region as the research object.It not only makes up for the shortcomings of the governance efficiency of a single province in the previous studies,but also further enriches and perfects the evaluation index system of the provincial government governance efficiency.(2)Innovation in research methods.This article combines objective assignment method and subjective assignment method for comprehensive weighting,and on the basis of horizontal comparison,uses panel data from 2017 to 2019 as a sample to longitudinally compare the governance efficiency of various provincial governments in the western region,so that the evaluation results highlight governance.The nature of dynamism reflects the evolutionary trend of the governance effectiveness of provincial governments in the western region from a dynamic perspective.However,there are still shortcomings in this article:(1)In terms of the construction of the provincial government governance effectiveness evaluation index system,due to the wide scope of the provincial government governance effectiveness evaluation,there are many evaluation dimensions and specific evaluation indicators involved,which cannot cover all of them.Inside.(2)In terms of the scope of the research object,this article takes the governance effectiveness of provincial governments in the western region as the research object.It does not involve the governance effectiveness of provincial governments in other parts of the country.It is impossible to make a horizontal comparison of the governance effectiveness of provincial governments in all regions of the country.Therefore,this article The evaluation results and research conclusions are only applicable to the specific situations of provincial government governance in the western region,and have limitations in the promotion and application of countermeasures and suggestions. |
