Research On Evaluation Efficiency Of Provincial Government Data Opening Based On DEA Model

Big data is the strategic resource of our country.With a large number of original data in the hands of the government,the opening of government data will produce huge economic value and social value,and promote the all-round development of all fields of society.At present,the level of data opening of each provincial government is uneven,and there are differences in resource input and output between each provincial government.The efficiency evaluation of the provincial government data opening is conducive to the provincial government to grasp the current level of opening efficiency,find out the unscientific and unreasonable places in time,and maximize the value of government data.Therefore,this paper starts from the perspective of efficiency.Firstly,according to the most intuitive data provided by the official platform of provincial government data opening,the evaluation index system of provincial government data opening efficiency is constructed from three dimensions: data layer,platform layer and financial funds.Then,Data Envelopment Analysis is used to evaluate the data opening efficiency of 13 provincial governments,identify existing problems and analyze their causes.Finally,analyze and summarize Shanghai’s practices in improving the efficiency of government data opening,and use this as a reference to make recommendations for improving the efficiency of provincial government data opening.The results show that:（1）the overall efficiency of provincial government data opening has achieved remarkable results.The average comprehensive technical efficiency is 0.801,the average pure technical efficiency is 0.931,and the average scale efficiency is 0.852.（2）there are 6 provinces with effective DEA,namely Guizhou,Ningxia,Hainan,Shandong,Shanghai and Jiangxi;3 provinces with weak DEA,namely Shanxi,Beijing and Henan;4 provinces without effective DEA,including Guangdong,Fujian,Tianjin and Zhejiang;among the provinces with relatively effective DEA,super efficiency Shanghai ranks first,Ningxia and Shandong rank second and third respectively.（3）at present,there are some problemsin the data opening efficiency of provincial government,such as unbalanced development and significant difference,low scale efficiency value,serious investment redundancy of data resources and platform services.The main reasons are insufficient policies and regulations,weak willingness to open data,low data quality and imperfect platform construction.（4）the high level of data opening efficiency of Shanghai municipal government benefits from providing data on demand,optimizing platform services and improving data management system.Taking these as references and combining with the actual situation,the paper puts forward the four suggestions:improve policies and regulations,and create a good policy environment;improve the input of government data open resources,and promote the input quality;achieve multi-subjects participation to promote the level of government data open technology;improve the data open management mechanism to promote the data management ability.
