Strengthening government performance management and conduct governmentperformance evaluation can be a necessary requirement to promote our administrative systemand transform the government functions, which has aroused great attention of all levels ofgovernment. Almost all localities and departments are also active in the diversity of theattempt. Guangdong Provincial Government in2011of the "Government Work Report" alsoproposes a work requirement to improve the government performance and to conductgovernment performance management pilots, as well as introduces a series of assessmentsystems for municipal governments in recent years. Because the appraisals have not beenexpanded a lot at the breadth and depth, and owes a high degree of repeat, they have broughtto the party and government organs at all levels of the heavy workload while at the same timepromote little effectiveness of practical work. All kinds of assessment evaluation system needto integrate, standardize and refine.According to statistics, the Guangdong provincial government and municipaldocumented appraisal system add up to more than30items. These systems are of differentfocal points and practical effects. Since the index set pertinence, high repeatability, caliber isnot clear, the lack of data quality control measures and other reasons, it has led to increasingworkload of the various departments while at the same time greatly reduced efficiency andeffectiveness of inspectors. Over time, the credibility of the government is bound to have anegative impact. Based on this, the paper is firstly necessary to make a more comprehensiveexposition and analysis of the existing Guangdong provincial assessment system, deepen thedomestic research and knowledge about the system evaluation model for the theory andpractice of community understanding of the Guangdong provincial assessment system; andsecondly to push all understandings of the government performance evaluation models toreach a consensus so as to find a feasible path to optimize the existing evaluation system forthe provincial government, as well as to discuss ways to carry out the government andthird-party organizations cooperation in the evaluation.This paper firstly analyzes the current situation of Guangdong provincial appraisalsystems， through the profile of existing33sets of Guangdong provincial governmentevaluation system, and three sets of the most comprehensive and representative assessmentsystem, for example, from the organizational structure, data sources, indicators set, scoringmethods, results and other aspects, to detailedly analyze the current features and functionswithin the system appraisal system; And secondly, from the three aspects of building service-oriented clean government, transforming government functions and enhancing theexecution and credibility of the government, analyze the necessity of optimization ofGuangdong provincial government evaluation systems; Thirdly from perspectives ofaccumulated political support and practical feasibility, describe the feasibility of optimizingthe existing appraisal system; Finally, propose a path for Guangdong provincial appraisalsystem optimization, to set forth specific measures from perspectives of speeding governmentlegislation, optimizing the organizations system, index systems and results using etc.
