The Party Central Committee proposed to innovate social governance methods and realize the modernization of governance capabilities and governance methods.In response to policies such as shifting the focus of social governance to the grassroots level and highlighting the position of community governance in social governance,this study summarizes and refines the experience of volunteer organizations in relocation communities for poverty alleviation and relocation for relevant research references.As an important means of poverty alleviation in our country,relocation for poverty alleviation and relocation has not only improved the living conditions of residents in poverty-stricken areas,but also dismantled the social support network of residents "watching and helping each other".How to achieve "moving out,being stable,and getting rich" will become an important issue in the post-poverty era.Catalyzed by the above problems and needs,in order to solve the problem of relocation communities,the Guizhou Provincial Civil Affairs Department adopted the method of "government purchases social services" to introduce professional social work agencies to settle in the relocation communities for poverty alleviation and relocation.The author entered the H ex-situ poverty alleviation and relocation community in Guizhou Province as a professional intern of a social work organization.Based on the concept of "transforming a social service project" into "a community volunteer organization",and taking the theory of empowerment and empowerment as the theoretical perspective,The application of empowerment theory has shifted from "individual population" to the incubation and cultivation of "a volunteer organization mechanism".Taking H relocation poverty alleviation and relocation community women volunteer organization as the research object,the incubation process of the community "Sunflower Women Volunteer Organization" is studied through the methods of "participatory observation" and "semi-structured interview".It aims to analyze the factors that contributed to the organization’s establishment,improvement,development,sublimation,and administrative embedding.The factors include two aspects: first,the willingness of women to relocate becomes the internal driving factor for the organization of volunteers;second,the promotion of volunteers Social work empowerment skills and method factors that are organized,consolidated,developed,and perfected.The incubation and cultivation of community women volunteer organizations guided by this theory is mainly a step-by-step "progressive" empowerment logic.The empowerment and empowerment process is mainly divided into "soul constructioncommunity awareness awakening,shape establishment-—Five stages of organizational management structure construction,power struggle—organizational power and rights acquisition,capability improvement—operational capability consolidation,network proliferation—organization service field expansion.The relationship between the various stages and the small modules within the stage is a gradual and progressive relationship.The empowerment of the previous stage lays the foundation for the next stage.Professional social workers play the roles of educators,leaders,advocates,resource linkers,and supervisors in this process.Their empowerment content mainly includes"power,opportunity,self-efficacy,power(ability)" and other four aspects.Among them,the "power" empowerment corresponds to the organization’s "soul construction",which awakens residents’ awareness of citizenship and rights;the "opportunity" empowerment corresponds to the "form establishment",that is,the formation of volunteer organizations to participate in the community for women Governance and community services provide opportunities and identities;empowerment in terms of "self-efficacy" mainly corresponds to "power struggle",that is,to organize self-empowerment and fight for power for community residents;"power(ability)” empowerment corresponds to " The two aspects of "enhancement of performance" and "proliferation of the network" are the enhancement of organizational capabilities through empowerment and the use of external forces to embed in the administrative system. |
