Research On The Mechanism And Effect Of Social On Rural Household Consumption In China

Against the backdrop of a complex international economic environment and the spread of COVID-19 around the world,an important engine for expanding domestic demand,transforming the economic development pattern and promoting high-quality economic development in China lies in giving full play to the role of consumption in driving economic growth.However,China’s rural consumption market has a huge potential,and it is of vital importance to fully tap the consumption potential of rural residents to accelerate the formation of a large domestic cycle.However,China is in a critical period of economic transformation and upgrading.The imperfect institutional system and complex economic environment make residents face many uncertain factors.Under the condition of uncertainty,residents will increase precautionary savings to reduce consumption.How to give full play to the effect of social security on uncertainty and thus promote residents’ consumption is of great practical significance for promoting high-quality economic development and transforming economic development mode.Comb summary is presented in this paper,on the basis of related literature,the greatest influence on rural residents endowment insurance(the new rural social old-age insurance)is a new type of rural social endowment insurance,medical insurance(the new rural cooperative medical insurance)as an example,the empirical research on the social security through affect the uncertainties facing the rural households,thus influence the effect of household consumption path exists.First of all,using the data of CFPS2016 and CFPS2018,this paper uses the differential model(DID)to evaluate the net effect of the new rural insurance system on the uncertainty of household income of rural residents and the net effect of the new rural cooperative medical care system on the uncertainty of family medical expenditure of rural residents.Secondly,the data of CFPS2010,CFPS2012,CFPS2014 and CFPS2016 are used to further verify the net effect of the new rural insurance on the uncertainty of rural household income,and whether the net effect of the new rural cooperative medical care on the uncertainty of rural household medical expenditure will change with the continuous improvement of the social security system.Finally,using CFPS2014,CFPS2016,CFPS2018,three periods of micro data structure in panel data model,and combined with the mediation effect of model validation income uncertainty,medical expenditure uncertainty whether as intermediary variables influence rural household consumption,namely social security by influencing the uncertainty test,affect household consumption path exists.The results show that :(1)Participating in the new rural social endowment insurance can reduce the income uncertainty of rural households,and the net effect of the new rural social endowment insurance on the income uncertainty of rural households increases with the gradual improvement of the new rural social endowment insurance system.According to the data of CFPS2016 and CFPS2018,the net effect of NRSP on household income uncertainty of rural residents is between-2.85% and-3.58%.According to the data of CFPS2014 and CFPS2016,the net effect of NRSP on household income uncertainty of rural residents is between-1.31% and-1.41%.(2)Participating in the new rural cooperative medical insurance increases the uncertainty of medical expenditure of rural households,and with the continuous improvement of the new rural cooperative medical care system,the net effect of the new rural cooperative medical care system on the uncertainty of medical expenditure of rural households also increases.According to the data of CFPS2016 and CFPS2018,the net effect of the new rural cooperative medical care on the uncertainty of rural residents’ family medical expenditure is between-4.37% and 5.79%.According to the data of CFPS2010 and CFPS2012,the net effect of the new rural cooperative medical care on the uncertainty of family medical expenditure of rural residents is between-0.25% and 1.61%.In addition,family participation rate significantly reduces the uncertainty of family medical expenditure,and with the continuous improvement of family participation rate,the impact of family participation rate on the uncertainty of family medical expenditure is greater.(3)the family income uncertainty and the increase of medical expenditure uncertainty can reduce household consumption,and verify the household income uncertainty and home health care expenditure uncertainty can be used as a intervening variable affect rural household consumption,the consumption of rural residents family income uncertainty affect the intermediary effect of 16.1%,medical expenditure on the impact of uncertainty on rural household consumption intermediary effect of 14.5%.In view of the above conclusions,this paper gives the following policy recommendations :(1)Increase the diversity of rural residents’ access to income.(2)narrow the gap between urban and rural social security,and improve rural social security in a targeted way.(3)Strengthen rural medical infrastructure,attract more professionals to rural development,improve the level of rural medical care and further play the role of the new rural cooperative medical care.(4)Increase the publicity of social security policies,so that rural residents know and understand the welfare benefits of social security.
