Study On The Rule Of Law Of Urban Dog Raising In China

Dogs,as the most choice of urban families to raise pets,play a role of pets,but also bring a test to the management of urban dogs.With the increasingly prominent problems caused by urban dogs,local regulations and regulations have been issued to respond to and strictly control the basic problems such as immunization,registration and management of dog breeding.However,in practice,even if there are these local laws and regulations on dog management,problems such as dog injuries,dog disputes,dog impact on the social environment still emerge in endlessly,and there are many obstacles in practice and implementation,most of which do not achieve their original intention of legislation.The reason is that the current dog management is not scientific,mostly regulated by the "prohibition" method,which not only lacks flexibility,but also makes it difficult for the law enforcement subjects of dog management to carry out normal management work.This article is based on this background,standing in the administrative law vision,to establish a multi-center coordination of urban dog governance of the rule of law mechanism as the start,to solve the current our country city dog management of the rule of law mechanism as the basis,first pointed out that the current our country city dog governance dilemma and analysis of its causes,which put forward the city dog governance into the main line of rule of law track.Demonstrate its necessity and feasibility and provide a theoretical basis for it.Then by discussing the three-dimensional structure of the legalization of urban dog governance,it clarifies the legal relationship,governance subjects and governance scope in urban dog governance,and innovatively proposes to build the synergy principle of urban dog governance legalization as a countermeasure,and finally proposes to improve the legal responsibility of dog owners and build a dog dispute relief mechanism as a system guarantee.It is committed to solving the current problems of urban dog management in China and building a better social order.
