Research On Governance Innovation Of Village To Residence Community Under Planning Coordination

With the continuous acceleration of China’s urbanization process,the traditional natural villages are gradually changing to the local urbanization of "village to residence" community form,which is an inevitable community form in the process of urbanization.In this transformation process,the traditional spatial form and social structure have undergone tremendous changes,which puts forward new requirements for the grassroots governance of "village to residence" community.S community in Wuxi City,located in the developed area of Southern Jiangsu,is a miniature of "village to residence" community in China,which is representative.It is of universal significance to study its governance problems for improving the problems left by "demolition" and "construction" of villages in southern Jiangsu and even in the process of rapid urban development.Based on the theory of collaborative governance,this study first describes the evolution process of s "village to residence" community through field research.Secondly,through in-depth analysis of its governance situation,it is found that the s community formed by the past blueprint of physical space planning has a series of problems in the process of governance,such as the lack of public space resources,the imbalance of infrastructure supply and demand,and public services Low efficiency,lack of public cultural life and so on,all these problems affect the effectiveness and future development of community governance.The main reason lies in the lack of systematic planning.When "demolishing" villages and "building" houses,there was neither community planning idea nor participatory planning idea.At that time,the focus was on the speed of urbanization rather than the construction of community public service system.The short-term benefits were obvious.The comprehensive development of the community was relatively lagging behind,and there were many problems left behind.Moreover,it overlapped with the new problems that need to be solved in community governance,which affected the future development of the community It will continue to develop.Based on this,the author believes that in order to achieve good governance,the "village to residence" community must strengthen the systematic planning of "demolition" and "construction".The community that has completed the task of "village to residence" needs later collaborative planning to solve the old and new problems.Therefore,it is necessary to create space and create collaborative governance system.The specific measures include innovating community cultural activities,improving the quality of community space,establishing community planner system,building consultation planning platform and so on.At present,the "village to residence" community is constantly changing to high-quality development.In the past,the community planning paid more attention to the planning of material space,but less attention to the community service and people’s spiritual needs.Today’s community planning should not only meet the daily material needs of residents,but also become a comprehensive community planning integrating space quality,public service and spiritual and cultural needs Development planning.
