Research Of "One Post With Double Assistance" Home Care Model Guided By Government

Since the reform and opening-up,China’s economic growth has continued to increase and people’s living standards have been steadily improved.At the same time,the process of population aging has been accelerated as well.The current aged living supporting pattern in China is no longer suitable for the diversified needs of the elderly,especially for vulnerable elderly groups such as widows,disability and independence,and the elderly with disabilities.It has been a major challenge of the government to better satisfy the needs of the living service of the elderly.In recent years,general secretary has clearly pointed out the importance of elderly care in many important conference speeches.At the same time,the government has issued a series of laws and regulations related to elderly care services,which shows that the Party and the state are paying more and more attention to the elderly care issues.The Baota District of Yan’an City pioneered the implementation of the “one post with double assistance” home care model in the urban neighborhoods.Through the purchase of public welfare jobs,the government employs labors from “zero-employment families” and poor families who meets the conditions and has intention to participate in this project.They are employed to visit the community and provide daily care services such as life care,medical escort,emotional counseling for the disadvantaged groups like widows,empty nest elders and unattended persons with disabilities.The model of “one post with double assistance” provides tangible life assistance for the two types of difficult groups and realizes one job benefiting two groups.On this basis,combining the construction of the "Happiness Mutual Aid Institute",the work of "one post with double assistance" has been steadily extended to townships and rural areas,thus achieving full coverage of the "one post with double assistance".This research focuses on the analysis of the service status of the “one post with two assistance” home care model under the guidance of the Baota District Government of Yan’an City.Based on the current researches and development status of home care models at home and abroad,the relevant concepts and theories are defined.In This specific case,the development status and characteristics of the “one post with double assistance” home care model in Baota District,Yan’an City was analyzed,and the problems were found.Meanwhile,,the specific optimization measures were proposed based on the problems,which improved the service quality and scope of application of the "one post,double assistance" home care model and better met the current requirements of the vulnerable elderly groups in our country and then a major expansion of this model could be achieved.
