Research On Safety Supervision And Countermeasures Of Online Car-Hailing Industry In Suzhou City

Online car-hailing is a new thing under the background of "mobile Internet+traditional transportation industry".It reflects the concept of sharing economy,collects massive travel supply and demand information,and plays a role in optimizing market allocation of resources,promoting the reform of traditional automobile industry,and promoting green and convenient travel for residents.If the safety supervision of the online car-hailing industry fails to achieve the expected effect,it will not only fail to meet the practical needs of the people for safe travel,but also have a certain negative effect on the economic and social development of the region.With the increasing popularity of online car sharing,although the government has taken a series of positive measures to carry out safety supervision on the online car sharing industry,which has also achieved positive results,the rapid development of the industry also makes the safety supervision face more severe challenges.How to improve the safety supervision of the online ride-sharing industry and improve citizens’ travel safety is the key element to improve the prevention and control ability of social security under the background of sharing economy,and has also become the focus and focus of the government and people with insight in the society.This paper takes Suzhou City as the entry point,adopts literature research,survey research,interview and other research methods to investigate and study the safety supervision situation of its ride-hailing industry.The study found that Suzhou municipal government has taken a series of active measures to carry out safety supervision on the ride-hailing industry,and achieved certain results.The study also found that although the safety supervision of the online ride-hailing industry in Suzhou has achieved certain results,there are still some problems,such as insufficient enthusiasm mobilization of industry subjects,poor cooperation between safety supervision departments in their respective roles,insufficient mobilization of social forces,and inadequate analysis and research on safety supervision risks.The reasons include the lagging enactment of laws and regulations on safety supervision of the ride-hailing industry,the imperfect joint governance mechanism,the inadequate awareness of social governance of the regulatory authorities and the imperfect risk prevention mechanism of the ride-hailing industry.On the basis of learning from domestic and foreign experience in safety supervision of the ride-hailing industry,based on theories such as collaborative governance theory,responsive regulation theory and social control theory,this paper puts forward countermeasures and suggestions on safety supervision of the ride-hailing industry in Suzhou,such as strengthening the construction of laws and regulations,and actively mobilizing the enthusiasm of industry subjects;Improve the joint governance mechanism and strengthen the cooperative operation of safety supervision departments;Improve the awareness of social governance of regulatory departments,fully mobilize the enthusiasm of social forces to participate in;Improve the risk prevention mechanism,scientific analysis and judgment of safety supervision risks,the purpose is to constantly help the government to improve the safety supervision function of the online car industry,so as to ensure the safety of public travel and social security is stable and orderly.
