| Urban public service facilities are the main carriers of public resources,and the efficiency and fairness of their supply are related to the happiness index of residents’ lives and the justice and harmony of society.With the continuous advancement of reforms,my country is in an important transition period towards high-quality development,and people have put forward higher-level requirements for the supply of public service facilities.Within the city,due to multiple factors such as the marketization of the housing system and new urbanization,the living space has undergone profound changes,and the phenomenon of social differentiation has become increasingly prominent.Under social differentiation,urban residents’ needs for public service facilities show diversified characteristics.On the one hand,the same residents have different levels of demand for different public service facilities,and on the other hand,different residents’ needs for the same public service facilities.Shows differentiated and hierarchical characteristics.The allocation of public resources based on quantitative indicators such as the "thousand-person indicator" alone cannot meet the diverse needs of residents.How to optimize the allocation and distribution of public service facilities based on "human needs" and achieve the matching of supply and demand is a service-oriented government The goal of building.This paper takes the five districts in the center of Chengdu as the research object,and analyzes the matching situation of residential differentiation and public service facilities under the perspective of supply and demand balance.On the demand side,through field survey data,a descriptive statistical analysis of the basic situation of the five types of residential population from the two levels of residential attributes and socio-economic attributes,and then analyzes the differences in the needs of different residents for different types of public service facilities.On the supply side,the shortest distance analysis method and the buffer zone analysis method are used to comprehensively analyze the accessibility and supply scale of the five types of public service facilities to explore the difference in the supply level of public service facilities in different residential areas.On this basis,analyze the matching of residential differentiation and the distribution of public service facilities.Through empirical analysis,it is found that all kinds of public service facilities have a certain mismatch in the relationship between supply and demand,and there are structural imbalances in which supply exceeds demand in some areas and oversupply coexists in some areas.Relatively speaking,medical facilities,education facilities,and cultural facilities perform well in a balanced manner.The standard supply level and actual supply level of transportation facilities and cultural facilities are quite different,and they are in a relatively unbalanced state.For different residential areas,the supply and demand balance of public service facilities in buildings without elevators is the best,and the five types of public service facilities are all in a relatively balanced state.Simple houses(bungalows)are followed by a relatively balanced state in the three aspects of medical care,education,and transportation facilities.Simple buildings have achieved a relatively balanced relationship between the supply and demand of cultural and commercial facilities,while buildings with elevator units have achieved a relatively balance in education and commercial facilities.The courtyard houses only achieved a relative balance in medical facilities.At the level of high-quality resources,the matching of high-quality commercial resources is the best,followed by educational resources,and the matching of medical resources is the worst.Finally,based on the above problems,corresponding suggestions are put forward on how to achieve the matching of residential differentiation and public service facility distribution. |
