A Research On The Village-dismiss And Town-combination By Government’s Effect

In order to promote the process of urbanization in China,especially the development of rural urbanization,since 1949,all parts of the country have been committed to the practice and promotion of township merging.Rural reform and construction has been developing rapidly from coastal to inland,from east to west.The work of township merging has achieved certain results and positive effects,especially for the role of township merging in transferring surplus agricultural labor force,expanding the scale of large and small towns,improving the rural economic structure,reducing the number of township cadres,and reducing the financial burden of farmers,which has been widely recognized.On October 20,2019,the leading group of township administrative adjustment and reform in Qingchuan county,Sichuan province drew up and announced the "adjustment and reform plan of township administrative divisions in Qingchuan county",and its core aim is to promote the readjustment of township layout in Qingchuan County,improve the problems of small scale and limited space,and solve the contradiction of "scattered" and "dense" layout.It not only integrates resources,plays the role of regional center accumulation of small towns,but also plays a positive role in promoting urbanization and regional economic and social development.From the macro level,the plan is an important practice for Qingchuan county to further optimize the township structure,integrate resource advantages and deepen regional reform.From the micro level,the scheme is of great significance,including the realization of Qingchuan county’s institutional reform,the optimization of rural industrial layout,and the formation of towns with real significance.Indeed,town merging has made up for some of the drawbacks of the original small-scale towns.However,due to the implementation of the "one-size-fits-all approach" policy in some places,or the lack of detailed research on the adjustment work,or the lack of guidance after the adjustment,new social contradictions or new social problems have been brought about by the township merging.In this paper,from the perspective of theory and practice to carry out the investigation of the implementation of the policy of township merging in Qingchuan County,the preliminary results of the transformation of township government functions after township merging are summarized.Through the analysis,interpretation and research of the investigation,the paper discusses the problems and causes in the process of policy implementation,and starts with following aspects,including the excessive attention to economic production after township merging from some governments,the over management of farmers’ production and operation activities,the neglect of the real needs of residents,namely "invisible" services,the repeated construction of some public works,the lack of sustainability of service projects,the asymmetric social governance and service supply and demand,the unreasonable personnel diversion,to carry out reasonable analysis and accurate benchmarking,put forward effective suggestions from the service-oriented government,administrative ecology,personnel diversion,financial system,supervision,supply function and other aspects,so as to realize the improvement of the follow-up measures of policy of township mergingof Qingchuan county.
