| Merging between townships is one of main mode of China’s current reform of township institutions,which is also the main way of China’s adjustment of township administrative division.Merging of ethnic townships is a special form of merging and reform.Ethnic township’s merging and other township’s merging have something in common in term of the objectives and program of the reform,but which reflects certain particularity in power of ethnic townships’ identity and system arrangement.The goals of ethnic township’s merging are to streamline governmental agencies and personnel scale,to realize rural urbanization,and to promote the reform of rural administrative management.When the reform of ethnic township has been finished,the number of government is declined,and the scope of jurisdiction is expanded,thus the tension between the two will cause the effectiveness of township government.The effective township government is the prerequisite for the modernization of rural governance,and it is also an important part of the competitiveness of regional development.The effectiveness of township government is to establish public rational value orientation,to fulfil functions of the government,to implement and make right decisions,and to meet regional public demand in the specific jurisdiction.This study takes Y ethnic Township which is cancelled and the town of L as research objects,and takes X ethnic township which has not been reformed as a reference object,comparing the difference of effectiveness between the two cases in order to know the operational logic and the effect of reform.On the basis of the structure and function theory,rational choice theory and new institutionalism theory,model of government effectiveness on the ethnic township’s merging reform is constructed.The study collects data through questionnaire,interview and observation,uses the methods of AHP,factor analysis,regression analysis of empirical data to analysis data by Matlab software and SPSS software,then tests hypothesis of the ethnic township’s reform.This article is divided into seven chapters.The logical thinking of seven chapters is as follows: why should the township be merged? how does L-town merge with Y-township? what is the effectiveness of township government after merged?The results show that there are some differences in effectiveness of structure,effectiveness of process and effectiveness of result between L-town and X-township.Firstly,in terms of effectiveness of structure,L-town government is more concerned with the clarity of task,innovativeness and economical efficiency of behavior than X-township government.L-town has controlled institutions and personnel scale by the township’s merging,yet the scale of government expenditure has not been controlled.Secondly,in the terms of effectiveness of process,the internal conflict of L-town is much more obvious than that of X-Township,and the effectiveness of L town’s leading group is weaker than that of X-township.In the face of greater jurisdiction and more jurisdiction,L-town government faces greater pressure on the work,and governmental management is more keen on procedural rules.Finally,in terms of the validity of the results,the effect is not obvious through the reform of township’s merging to promote the urbanization.The level of economic and social development and people’s life are not higher than those of the ethnic townships which have not reformed.With the expansion of object and service,after merged in L town,the total investment of L town in public service has been increasing obviously,but the average inputs of L-town is less than that of X-township.Meanwhile,the reform of the ethnic township’s merging will lead to dilemma during the establishment of the township’s identity.Compared with the townships which have not been merged,ethnic townships’ merging will further impede the realization of special ethnic rights in the merged townships,and which will put it in a disadvantageous position in the allocation of resources and development opportunities.The reform of township’s merging from the view of the form is mainly the restructuring of the township government,and which is to redraw the scope of governmental jurisdiction.In essence,this structural adjustment leads to the redistribution of resources and opportunities within a certain area.With the withdrawal of the administrative center,the central status of the revoked ethnic township during the distribution of resources will be eliminated.The change of the identity caused by the ethnic townships’ merging and reform will reduce status of the region revoked in administrative management and bring injustice of space rights.After the reform of the township’s merging,the expansion of management scope and business brings more management problems with the reorganized government.The citizen of merged town is the victim during the reform of township’s merging,without their own discourse power.Therefore,improving the performance of government reform in the township’s merging can alleviate the entropy arising from the reform in a certain extent.The realization of effectiveness of township government does not only need to rely on the support of a good political culture,but also to shape the administrative personality that is conducive to the realization of public rationality. |
