| On July 20,2018,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "National Taxation and Local Taxation System Reform Plan",marking the official beginning of the reform of the national taxation and local taxation system.870,000 tax officials in the national tax system participated in this reform.After the reform,how the majority of tax cadres can effectively adapt to the new professional requirements has become a key issue affecting the current round of reform of the collection and management system.Since the merger of Chengdu’s state taxation and local taxation agencies for one year,although the job and position arrangements of tax officials at the city level and below have achieved a smooth transition,they are in the process of reform due to the integration of departmental functions,changes in the professional environment,and adjustments in salary and benefits.Of tax officers began to re-examine their careers.How to ensure that Chengdu’s tax officials always keep in line with the requirements of the Party Central Committee in the institutional reforms,always perform the functions and responsibilities of public services,and always organize tax collection and management services to achieve the glorious mission of “gathering wealth for the country” and become the current Chengdu taxation Important issues faced by the department.The research in this paper is mainly based on the theory of professional commitments at home and abroad and the theory of human resource management in public management departments,using three methods including questionnaire surveys,literature research,and in-depth interviews to select 503 tax officials from the two-level taxation system of Chengdu County as the survey objects.Use questionnaires to conduct surveys and conduct individual interviews to obtain data and related information,deeply analyze the professional commitment problems and root causes of tax personnel in Chengdu,and give countermeasures and suggestions.Through investigation and analysis,it is concluded that the level of professional commitments of tax personnel in Chengdu is relatively general,specifically higher continuing commitments,more general normative commitments,and lower emotional commitments.In order to cope with the above problems,this article proposes the following countermeasures and suggestions: First,at the personal level,improve stress resistance,get rid of negative emotions,and establish reasonable career goals at the organizational level;second,at the organizational level,cultivate a good tax culture,promote national and local integration,and increase Strengthen the cohesion of the organization and personnel through training and changing leadership work methods;start with the mechanism and system,carry out job analysis and design,promote internal communication in the system,optimize performance appraisal mechanisms,and stimulate the passion and vitality of grassroots tax cadres and officials;third is the society At the level,guide the public to view taxation work correctly,and create a good public opinion environment that is conducive to the development of taxation. |
