| The Fifth Plenary Session of the 19 th CPC Central Committee proposed to keep the part of manufacturing stable and consolidate and strengthen the foundation of the real economy.The manufacturing industry,as the foundation of the country,the instrument of rejuvenation and the foundation of a strong country,has made great contributions to promoting economic development.However,to develop China’s manufacturing industry is facing multiple locks of energy and environmental constraints,so it is urgent to hasten the green transformation and upgrading of traditional manufacturing industry.Local government is the key force to promote economic growth.Chinese decentralization provides conditions for local government competition.Under the dual incentive of economy and politics,local government’s competition behavior of "attaching importance to economy and neglecting environment" has an important impact on regional economy.As the internal driving force of industrial upgrading,technological progress is also an important reflection of the competitiveness of local governments.The technological competition among local governments also affects in organizing and developing of the manufacturing industry.From the perspective of local government competition,studying its impact on the green development of manufacturing,as well as exploring how local government competition can play a positive incentive role for technological progress,has important theoretical and practical significance for promoting the green transformation and sustainable development of manufacturing.In this thesis,assuming combing the literature,the use of 2004-2016 China’s 30 provinces(cities and autonomous regions)panel data,using super-efficiency SBM model and tal entropy index method calculate the manufacturing green development level and degree of competition between local governments,using fixed affect panel model empirically the local government competition’s impact on manufacturing green development level and its regional differences,and to introduce technical progress and their,the empirical analysis of the green development manufacturing between them.This paper mainly draws the following conclusions: in the sample period,the green development China’s manufacturing industry is rising and falling upward trend;The between the local government competition and the green development of manufacturing industry is inverted U-shaped,and the influence of the eastern and central regions on the green development of manufacturing industry is greater with the increase of the degree of local government competition,while the influence of the western regions is less.Benign interactive relationship in the local government competition and technical progress,advances in technology to strengthen the local government competition for manufacturing the positive influence of green development,and different paths of technical progress have different effects,the eastern region of the local government competition and independent research and development can better coordination promote the green development of manufacturing industry,the Midwest technology import role for improving the environment better able to make up for the environmental impact of local government competition.Based on the above research,this thesis believes that in order to achieve green development of manufacturing industry,the role of local governments cannot be ignored.It is necessary to improve the driving force of local governments to promote green development.On the one hand,the structure of fiscal expenditure should be optimized to guide local governments to carry out healthy competition.On the other hand,according to the regional development level,the appropriate technological progress path should be selected to improve the industrial green productivity.At the same time,we need to strengthen exchanges and cooperation among regions,and stick to the path of differentiated regional development and integrated green development. |
