A Case Study On The Handling Of The Mass Disturbance Of "Chengdu No.7 High School" By The Public Security Organ In Chengdu

At present,China’s reform is deepening and entering into key areas of reform,which leads to the redistribution of the inherent imbalance of interests.In this case,the conflicts between social groups will become more and more intense,reaching a point that is difficult to reconcile.As a result,the occurrence of mass disturbances at the social level increases rapidly,with some extreme manifestations,which has a great impact on the stability of social security and the credibility of the government.Especially in recent years,with the increasing of people’s citizen consciousness and the rapid development of economic society,the mass incidents in China present a rising in the overall number,in terms of scale grows,on the scope of an expanding trend,which not only affects the normal social and economic order,even will cause serious damage to public safety.This article selects occurred in the salween district,chengdu city,sichuan province chengdu experimental school for canteen food safety problems in the mass incidents caused by seven events as the research object,one by one to collaborative governance theory,crisis management theory,social conflict theory as the theoretical guidance,combined with the case of actual conditions,with case analysis method,interview method,literature research methods such as society,This paper makes an in-depth analysis of the seven events.In research at home and abroad on the basis of theoretical research,the author analyzes the background of the case,after,cause,influence and characteristics,and through the analytical framework has been build,in-depth analysis of the cases by public security organs of multi-sectoral cooperative engagement,off-line key members implement key for disposal,online mass incidents of network public opinion guide mechanism,etc.The research findings are as follows: firstly,based on the collaborative governance theory,the adoption of the multi-department collaborative disposal mode,which is dominated by the public security organs,can maximize the diversification of the governance authority when dealing with mass incidents.Second,based on the research of crisis management theory,the implementation of key disposal for key elements can guarantee the response to group incidents with twice the result with half the effort and ease,accelerate the speed of the situation to calm down,and reduce the risk of dealing with the potential crisis.Third,based on the theory of social conflict,the public security organs should use official media to dispel rumors in a timely manner,maintain the consistency,accuracy and timeliness of statements made by major official media,regulate online public opinion and correctly guide online public opinion,so as to minimize the negative impact of conflicts.
