Research On Public Security Organs’ Response To Mass Incidents

With the rapid development of China’s economic reform and opening up,the people’s living standards continue to improve.However,in recent years,as China ’s economic and social structure has undergone profound changes,the adjustment of the interests pattern has led to conflicts and conflicts of different interests.Since the end of the last century,mass incidents in our country have begun to erupt,and they have increased year by year.The outbreak of mass incidents has seriously affected the harmony and stability of society,whether or not to properly handle mass incidents has become an urgent issue and problem for the current government.As the executive department for maintaining national and social stability,the public security organ is the main force of the government to deal with mass incidents,and it is the vanguard force with arduous tasks and heavy responsibilities.Looking at the several major mass incidents that have occurred in my country in recent years,the public security organs,as the backbone of the response,have exposed many problems in the response process,leading to the fact that the incident has not only not subsided,but has also deteriorated.Therefore,how the public security organs properly perform their own functions and ensure that they respond to mass incidents in a timely and proper manner is a topic that this article needs to discuss and study.The research object of this article is the Hangzhou Zhongtai Waste Incineration Plant Incident,which is one of the distinctively representative mass incidents that have occurred in recent years.Before expounding the incident in detail,this article does a lot of explanation and analysis on the concept of mass incidents.On the one hand,it explains the definition of mass incidents,and summarizes and refines the definition of mass incidents through the research of domestic and foreign experts and scholars;on the other hand,it starts from the related theories of dealing with mass incidents,such as emergency Management theory,collaborative governance theory,social conflict theory and neighbor avoidance effect theory,etc.,provide theoretical basis for the handling of group incidents.Immediately afterwards,the author made a comprehensive elaboration and analysis on the incident at the Hangzhou Zhongtai Waste Incineration Plant,and summed up the experience and lessons of the public security organs in handling the incident.Finally,on the basis of analyzing the incidents of the Hangzhou Zhongtai Waste Incineration Plant,combined with the actual situation,a scientific analysis of countermeasures to deal with mass incidents is proposed,mainly for the treatment measures at the scene of mass incidents and generally applicable to various types of mass incidents.
