Pyramid selling has been an important social governance problem faced by the government since it came into being.With the development of network information technology,Pyramid selling has gradually evolved into network pyramid selling,which has stronger concealment and deception,faster dissemination speed and greater social harm.Especially in recent years,large cases of network pyramid selling such as SHAN XING HUI have appeared frequently,even caused the generation of mass incidents.How to govern the network pyramid selling has become an important issue concerned by the government and scholars.Some scholars at home and abroad have discussed the conviction of online pyramid selling from the legal aspects of criminal investigation,Criminology and law.Others have discussed the causes,identification,supervision and electronic forensics of online pyramid selling from the perspective of governance practice.At present,the academic research on the governance of network pyramid selling is scattered and fragmented,and there is no systematic research on the governance mechanism of network pyramid selling from the perspective of holistic governance.This paper argues that network pyramid selling is a complex social problem that needs comprehensive management.To eradicate network pyramid selling,fragmentation management is not enough only from the legislative,regulatory and investigative links.Referring to the previous academic research results,the author uses big data thinking from the perspective of holistic governance,through the integration and coordination of the public and private sectors,to build a governance mechanism of network pyramid marketing,including governance subject,regulatory mechanism,investigation and punishment mechanism,and rehabilitation mechanism.This paper mainly takes the network pyramid selling case of Shan Xin Hui as the researchobject,takes the whole management theory as the analysis framework,comprehensively USES the literature research method,case analysis method and other research methods to study the network pyramid selling management mechanism.The main point of view of this paper is that the governance mechanism of network pyramid selling should break the existing "fragmentation" governance problem,and make overall governance from the aspects of governance subject,supervision mechanism,investigation and punishment mechanism and aftercare mechanism.At present,the governance mechanism of network pyramid selling in China has the problems of single governance subject,limited functions,separate governance among regions and poor coordination.In terms of supervision mechanism,there is lack of coordination in finance,propaganda,network operation,enterprise operation and other aspects of supervision,and there is the problem of information island.In terms of investigation and punishment mechanism,there are some problems,such as poor coordination between government and enterprises,difficulty in collecting evidence by law enforcement subjects,and lack of cooperation in investigating and punishing cases among regions.There are some problems in the mechanism of rehabilitation,such as lack of system and insufficient cooperation among regions.The main reasons for these problems are: lagging laws and regulations;lack of technical means and technicians;lack of unified dispatch,imperfect coordination mechanism;lack of awareness of network pyramid marketing from all walks of life.Therefore,the following strategies and measures should be adopted to improve the governance mechanism of online pyramid marketing: first,to integrate the organizational structure and give full play to the overall governance function of online pyramid marketing;second,to integrate regulatory resources to prevent and control online pyramid marketing in advance;third,to integrate publicity resources to enhance the recognition and responsibility of Online pyramid marketing;fourth,establish a coordination mechanism to coordinate the management of network pyramid selling;fifth,to take the problem as the orientation,carries on the top-level design,solves the root cause contradiction.
