Research On Data Opening Of Chinese Government From The Perspective Of Holistic Governance Theory

In the era of big data,with the rapid development of information technology and the promotion of holistic governance theory,government administrators began to advocate seamless one-stop public services,emphasizing citizen demand-oriented and result-oriented.With the development of the Internet of things and cloud computing technology,the society is producing huge amounts of data.As the largest owner of public data,the government,as the largest owner of public data,is gradually aware of the importance of data openness.Start to open government data,no longer stick to information disclosure.And as the administrative counterpart of the social public and other subjects,for government information disclosure,is no longer satisfied,deeper and The more primitive government data opening has become a positive demand,with a view to more government services and benefit resources.Therefore,the general trend of government data opening work,its improvement of the level of government public services,The formation of participatory government governance model has become a hot topic of public management.Since 2009,the US government data opening movement(OGDD),the upsurge of data opening has quickly swept the world.More and more countries have established their own open government data portal and platform.China has also stepped up the international pace of opening up government data.Some provinces and cities in China,such as Shanghai,Beijing and Zhejiang,Wuhan and other countries have successively started the practice and work of opening up government data.In 2015,the platform for Action for promoting big data's Development clearly established a unified open platform for national government data by end of 2018.This indicates that the opening up of government data has been upgraded to a strategy at the national level,and the opening up of government data has been completed.However,compared with the dataopening work of developed countries such as the United States and the United States,China's government data opening is still in its infancy.In terms of policies and regulations,data resources integration,The main participation of all parties and management mechanism and other aspects of the problem remains to be resolved.In view of this,this paper,from the perspective of holistic governance theory,on the basis of drawing lessons from the advanced experience of government data opening in Britain and the United States,makes a preliminary combing and summing up of the current situation of government data opening in our country,puts forward outstanding problems and analyzes the causes.And then put forward the corresponding optimization strategy from the perspective of holistic governance.It mainly includes five parts.The first part is the introduction,mainly describes the background and significance of the topic,literature review,The second part is about the related concepts of the government data opening,discusses its concrete value,and carries on the elaboration of the theoretical tools in this paper,and introduces the holistic governance The connotation of theory and open government data logically.The third part introduces the current situation at home and abroad,open government data from each other.The fourth part is the analysis of problems and causes,including policies and regulations lag,open platform is not perfect,lack of cooperation,the management system is not complete.The fifth part is the optimization strategy combined with holistic governance the theory put forward corresponding problems,improve laws and regulations,good top-level planning,integration of data resources,speeding up the unified data open platform construction,encourage diversified cooperation,create a cultural data open social atmosphere,to the user demand,innovating management system.
