| The Third Plenary Session of the 18th CPC Central Committee described a new vision for comprehensively deepening the reform,pointed out the specific direction for deepening the reform in all walks of life,and drew a battle map and timetable.Specific to the tourism industry,the all-for-one tourism came into being under the background of comprehensively deepening the reform.The development of all-for-one tourism is one of the strategies for deepening the structural reform of the supply side of the tourism industry.It is also a specific practice of the tourism industry under the guidance of the new development concept.It is conducive to avoid the "hard landing" of the local economy in the process of speeding up and shifting,and help to improve the people’s material,spiritual and cultural life level.In recent years,in addition to some provincial and municipal governments promoting the all-for-one tourism,most local governments practice the all-for-one tourism from the perspective of county economy.Daying county is also unwilling to lag behind.Starting from the government’s behavior,it focuses on reforming the system,shaping the tourism image,and going foreign cooperation.It takes the development of the all-for-one tourism as the starting point to accelerate the transformation and upgrading of the county economy,and has achieved certain results.Generally speaking,the government of Daying county has a certain geographical advantage in the development of all-for-one tourism,but this advantage is not unique and obvious.How to better play the leading role of the government and make the all-for-one tourism to a higher level is the focus of this paper.This paper describes the related meanings of all-for-one tourism and government behavior,draws lessons from the experience of local governments in the leading areas of all-for-one tourism development,and from the perspective of county economy,comprehensively uses the theories of government intervention,industrial integration,administrative contract system and political tournament,and on the basis of a large number of field visits and data collection,objectively analyzes the internal and external advantages of the government’s development of all-for-one tourism,this paper scientifically explains the government behavior in the development of all-for-one tourism,analyzes the reasons behind the lack of government behavior,and puts forward suggestions on how to give full play to the role of county local government behavior in the future in the development of all-for-one tourism,such as vigorously building infrastructure,systematic marketing of image brand,and improving tourism governance system,it provides reference for Daying county and other similar non rich tourism resources counties to realize the transformation and development. |
