Research On The Impact Of Effective Public Participation On Government’s Governance Of Rural Living Environments

With the proposal of the Strategy of Rural Vitalization,the importance and urgency of improving the rural living environments gradually emerged.And the improvement of the rural living environments greatly depends on the positive role of the governance body.In recent years,the governance of rural living environments has attracted the attention of many scholars,whose research mainly concentrates on the impact of public or government on environmental governance and can rarely combine public and government with rural living environments.Therefore,this thesis explores the relationship between effective public participation,government environmental functions,and governance of rural living environments to find the improvement path of the rural living environments.Through the analysis of related literature,this thesis takes the representativeness,early involvement and information accessibility as the evaluation criteria of effective public participation,and regards policy formulation,investment decision and supervision as composition of the government functions,as well as evaluates the governance effect of rural living environments from the following three aspects: rural garbage,sewage and village appearance.Based on the theoretical analysis of the relationship between public participation,government environmental functions,and governance of rural living environments,this thesis proposes 18 hypotheses and constructs a hypothetical theoretical model.By distributing questionnaires online and offline,and the data of 427 collected questionnaires was analyzed by structural equation model.The results show that representativeness,early involvement and information accessibility can positively affect some or all of the government environmental functions which also have some effects on the governance of rural garbage,sewage and village appearance.This thesis provides a new research route for the study on public participation of government’s governance of rural living environments,and also provides useful reference for some government departments to govern the rural living environments.
