Research On The Development Of The Pension Institutions Of Public-private Partnerships In Henan Province

The aging of population is a major issue facing the whole world.Henan Province,as a large population province,is also seriously impacted by the aging.How to realize the elderly group to enjoy their old age and meet the needs of elderly care services need to be solved.The mode of public construction and private operation not only skillfully integrates the resources of the government and the forces of the society,but also fully demonstrates the effect of "one plus one is more than two".At the same time,it also has innovation and breakthrough in positioning and operation details,achieving the desired effect.Based on the theory of welfare pluralism,this paper discusses the subject diversification of public service supply in detail.By analyzing the development trend of population aging in Henan Province,this paper explains the necessity of the development of institutional pension,which lays a foundation for the development of public-private partnerships for the pension institutions.Based on the analysis of the actual situation of the pension institutions of public-private partnerships in Henan Province,three typical pension institutions of public-private partnerships in Henan Province were selected for the actual investigation.It is found that the pension institutions of public-private partnerships have the advantages of strong brand effect,rapid development and sustainable development through the combination of medical care and maintenance,but they have the disadvantages of long construction period and large capital investment.After further sorting out,it is found that the pension institutions of public-private partnerships still face difficulties in the development process,mainly due to insufficient implementation of policies,inaccurate positioning of pension institutions and low social attention.In this regard,this paper puts forward suggestions from the government level,such as improving the implementation of optimization policies,making plans to strengthen supervision,financial support enlivens redundancy,training talents to establish universities for the elderly,etc.;from the level of pension institutions,it puts forward suggestions such as clear positioning,improving services,strengthening management and upgrading level,forming characteristics and building brand,and combining medical care with sustainable development,etc.;from the social level,it puts forward to change ideas and strengthen supervision,Suggestions for long-term cooperation in voluntary service and all-win capital investment.
