Government’s Function In The Development Of Private Pension Institutions

Taking care of the old is a continuous,dynamic and integrated process.It is restricted by many factors.With the accelerated process of industrialization,family type,family size and family structure has changed too.Traditional home care model began to be challenged,and institution endowment becomes more and more popular.In order to solve the supply and demand gap of elderly social welfare,the Chinese government proposed a "social welfare" of the direction of reform.The government support social forces to set up pension institutions,including market,business and non-profit organizations.The traditional pension agency is mainly sponsored by the state.On the one hand,due to the supply mode is single and insufficient funds,pension institutions are too few,resulting in insufficient supply.On the other hand,the lacks of competition mechanism bring about low efficiency and low level of service.Therefore,in the circumstance of nonprofit organization development is not mature,to achieve the goal of socialization welfare,the key is to encourage private pension institutions development.The development of private pension institutions can solve the problems of insufficient supply of old age insurance service,and enhance the supply efficiency.This study analyzed China’s private pension institutions in the development of the policy process,starting from the current situation of the development of the private pension institutions,analyzed the government’s pressure on taking care of old.And study the necessity of develop the private pension institutions,points out that the development of private pension institutions have some problems,than put forward the behavior of government in response to the pension of the grim situation choice.This study use empirical research methods,through the present situation of the private pension institutions and existing problem analysis,and the establishment of the game model between government and private pension institutions,the government must support private pension institutions’ development.And it should also monitor private pension institutions’ development.Only when the government finds its own functions,can promote the development of the private pension institutions healthy and rapidly.
