From the planned economy period to the beginning of reform and opening up,China's institutional pension service,as a social welfare service for the elderly,has always been a public pension institution set up by the government to assume supply responsibility because of its public welfare and welfare characteristics.However,the increasingly severe population aging and the multi-level service needs from the elderly pose a higher challenge to the service provision capacity of public pension institutions.Public welfare institutions that adhere to public welfare and public service cannot meet such huge pension service needs.Faced with multiple difficulties such as structural adjustments and increasing supply,there is an urgent need to develop private non-profit pension institutions to compensate for the shortage of public pension institutions and the single aspect of service.Due to the imbalance of social wealth accumulation and the need for the government to change its functions,the admission conditions for private pension institutions to enter the pension service market have been gradually loosened.The government originally restricted the private pension institutions from entering the pension service market but now is encouraging and supporting the construction of various privaterun aged services properties.Under the dual stimulation of policy and market demand,private non-profit pension institutions have gradually become the backbone of the socialization of pension services in line with the development trend of China's population aging.On the other hand,the lack of proper management of private pension institutions and the behind-time risk concept make the operation and development of private nonprofit pension service institutions also bring out some difficulties and hidden risks,which deserves certain attention and support from the government and society.Based on the opportunity of the development of private non-profit pension institutions,this paper comprehensively summarizes the specific difficulties of the development of private non-profit pension institutions based on the current development status of the aging society.Discussions are made concerning barriers during the development of private non-profit pension institutions,the lagging development of nursing staff's professional knowledge,the lack of specialized social workers and the neglect of special care services for the disabled elderly.Besides,on the basis of the experience of market-oriented reform of pension services in developed countries,the author puts forward some practical suggestions for promoting the development of private non-profit pension institutions.From the national level,the government should give private non-profit pension institutions the correct positioning,optimize the incentive support policies for private non-profit pension institutions and improve the laws and regulations of private nonprofit pension institutions;From the social level of humanistic care,the government should appeal to social understanding and support,strengthening public opinion propaganda and establishing a volunteer service team.What is more,the government is supposed to promote the development of charitable causes,and attract investment from social donations;From the aspect of the institutional level,the government should raise money from various channels,improve institutional operating conditions,strengthen inner management system and perfect the human resource management system to carry out demand-oriented,personalized care services in non-profit pension institutions.
