Abstract/Summary:
It has been almost 8 years since the birth of the first government We Chat "Guangzhou Emergency-Baiyun" in August 2012.Over time the government We Chat has gain its popularity throughout the whole country.Government We Chat has become another successful e-government platform after government micro-blog,and plays an important role in releasing government information and providing public services.At present,Chinese government is changing its functions from managing to servicing;government We Chat will surely contribute to this transition of being a service-oriented government.This article first selected 63 representative government We Chat in Xiamen,and then collected data such as reading quantity and the number of people in reading in March2020 in Qingbo’s big data..Based on this,a preliminary understanding of the operation status of Xiamen’s government We Chat was established.Next,Five well-operated government We Chat including "Siming Express","Xiamen Federation of Trade Unions" and "Xiamen Human Resources and Social Security Personal Service",were further selected to analyze from multiple angles such as the subject of the account,publishing rules,homepage functions,and content settings.We came to the conclusion that several achievements have been made by Xiamen government We Chat,which includes gradually enhanced broadcasting effect,more standardized platform construction,improved operating capability,and increasingly comprehensive services.Nevertheless,several issues come along with the government Wechat: fragmented "We Chat islands" were formed,small quantity of articles,solidified style of expression,inadequate response to the public concerns,and tremendous “digital gap”.The origin of these issues was tracing down by a period of time of observation and trial of these 63 government We Chats in Xiamen,as well as by referring to a large number of relevant government documents.following reasons are identified: Lack of public service consciousness of the operating staff,unsound coordinating response system,lack of the government We Chat supporting policies,limited professional teams.Based on these analyses,several optimization strategies were proposed,including promoting service awareness,solidifying related systems,improving the related policies,and cultivating talents.These findings would be beneficial to the construction and developing of government We Chat,and enhance the public services.
