Research On Disposing Of Alert Issues Of Dispute By Basic-level Public Security Organs In Wenzhou City

With thegradualdecline of traditionallyillegal and criminal activities,the functions of public security organs in maintaining public order and preventing risksandharm have become more prominent,and the increasingly arduoustasks in alarm recipient and disposalat the grassroots public security organs is the most direct manifestation of this function.At present,various conflicts of interest and social contradictions have risen ceaselessly.Under the traditional view of "if you have any problems,please call the police" and the commitment "Four Haves and Four Musts",the number of alert issues of disputes is increasing day by day,occupying a large amount of public resources.In the optimization of alert issues of disputes and practice,it is mainly focused on the front-end police situation diversion mode,but the management of the back-end disposal is considered as a disadvantage.Due to the complexity and diversity of the dispute-type police situation,it is difficult for 110 receivers to accurately distinguish the nature of the alarm and help-seeking content and transfer it based on the only words from the caller.In addition,due to the nature of unpredictability and being apt to change,if not controlled in time and handled properly,alert issues of disputes may cause in-depth contradictions,social instability,leading to illegal and criminal behaviors and even mass incidents,undermining the stability of social security.If there is a full intervention in this scenario,it will not only affect the functions of other business of public security,thus hindering the professionalization of the public security team,but occupy the rescue channel for the people who are truly in danger.In the meantime,inappropriate intervention may lead to disharmonious relationships between police and the public,undermining the image of the public security organs.Therefore,how to effectively intervene in the handling of disputes has become a problem that needs to be solved urgently by thelocalpublic security organs.Based on this,this article takes alert issues of disputes as the research object,explores the status quo and problems of Wenzhou’spublic security organshandling ofdisputable issues,proposes corresponding governance measures.First,through literature research,questionnaire surveys,structured interviews and other methods,it found that there were problems in the current process of handling disputes,such as different intervention limits,single handling paths,and poor inter-departmental collaboration.Next,in order to avoid the occurrence of harmful consequences such as destroying social order and public security image,this paper tries to analyze the causes behind the handling of the problem,that is,the police service awareness is weak at the subjective level,and the resolution mechanism is not in place at the objective level as well as the lacking mediation force and capacity,all of which aim to provide targeted factual basis for the countermeasures.Then,the present study attempt to learn from the experience and practices of foreign public security agencies in the United States,Germany,and other parts of the country.Finally,from the perspectives of service-oriented government theory,"skilled craftsman" theory,and public management ethics,the current study proposes to clarify the scope and limits of police intervention in disputes,regulates the systems and procedures for handling disputes,and strengthens the construction of police public management ethics,of a cross-departmental linkage solution mechanism,and innovates the solution mode of public participation.It is hoped that through the research results of this article,it can provide constructive opinions to the basic-level public security organs of Wenzhou City in handling disputes,and is more willing to provide governance samples for the basic-level public security organs across the country.
