In order to improve the level of petition work,a series of laws and regulations have been issued to strengthen the assessment of petition work.However,in the specific implementation process,due to the lack of systematic theoretical guidance and the evaluation results are not easy to quantify,it is very easy to lead to the scientific and accurate discount of performance evaluation.At the same time,influenced by the existing performance evaluation mechanism,the assessment results are often affected by personal emotion.Therefore,the performance evaluation of the current township petition work in China is still at the exploratory level,and the current evaluation mechanism still has loopholes in the evaluation subject,evaluation method,evaluation index,evaluation results and so on,which needs to be solved.Therefore,this paper takes G County as the research object,starting from the research background of township petition work performance evaluation,systematically expounds the research purpose,significance,ideas and methods.On the basis of defining the core concepts of township petition work,government performance evaluation and petition work performance evaluation,this paper analyzes the current situation of township petition work performance evaluation in G County from the aspects of evaluation subject,evaluation method,evaluation index and evaluation results by comprehensively using the methods of theory and empirical,qualitative and quantitative,and points out the existing problems The paper puts forward the optimization suggestions from four aspects: anchoring value orientation,improving the scope of the main body,optimizing the index system and improving the application of the results.The performance evaluation of township petition should take public standard as the first value standard,realize the government performance from department interest to public interest,petition function from regulatory to service type,and performance evaluation from government standard to public standard.At the same time,we should also establish a correct performance evaluation concept,promote the three major changes from paying attention to petition situation to diversified comprehensive assessment,from top-down one-way assessment to diversification evaluation,and from control and supervision to guidance Promotion of each township.To construct the multi-agent structure of performance evaluation of township petition,we should adhere to the general standards of independence,professionalism,authority,impartiality and feasibility.On the basis of comparative analysis of the advantages and disadvantages of each evaluation subject,the weight of each evaluation subject should be scientifically set by consulting the opinions of experts and scholars and relevant personnel to form a weight judgment matrix.Meanwhile,in order to ensure the efficient operation of multi-agent structure,we should also integrate the evaluation subjects organically by establishing leading institutions,realizing benefit integration and strengthening skills training.To optimize the performance evaluation index of township petition work,we should adhere to the principle of "SMART",pay attention to the consistency and scientificity,orientation and pertinence,publicity and feasibility of the indicators.On the basis of the "4E Rule" of performance management theory,we should scientifically set up the evaluation index system which includes five dimensions of organizational leadership,economic cost,work efficiency,work efficiency and fairness and justice,and carry out the evaluation Membership,reliability and validity test.At the same time,the author also should use AHP to form a judgment matrix and scientifically determine the weight of each index by consulting experts and scholars and relevant personnel.To improve the application of performance evaluation results of township petition work,we should first improve the application mechanism of evaluation results from three aspects of feedback,incentive and supervision.At the same time,combining with the annual dynamic analysis curve of each township,we should discuss and study through pairwise comparison,improve the analysis and judgment of evaluation results,and pay attention to the relationship between the evaluation results and the "advance,retreat,promotion,promotion" of township petition staff "Relocation" and various incentives and awards are linked to expand the application scope of the evaluation results. |
