Study On Performance Evaluation Of Jiangsu Municipal Administrative Examination And Approval Bureau

In recent years,with the implementation of the reform of delegating power,regulation and service,a new round of reform of administrative examination and approval system has been carried out in each pilot region.Currently,the selection of organizational mode of relevant reform practice in most regions tends to be the reform mode of administrative examination and approval bureau.By 2019,six municipal administrative examination and approval bureaus had been set up in jiangsu province.In the process of pilot operation,the administrative examination and approval bureaus in jiangsu province have made remarkable achievements and encountered a series of problems at the same time.Performance evaluation should be the key work in the construction process of local administrative examination and approval bureau.The study of performance evaluation of municipal administrative examination and approval bureau in jiangsu province is of great significance to the reform practice of administrative examination and approval in jiangsu province and even the whole country.Based on the new public service theory,holistic governance theory and government performance evaluation theory,this paper studies the operational performance level of local administrative examination and approval bureau of jiangsu province by combining qualitative and quantitative research methods.Firstly,through the literature analysis method,the author sorted out and reviewed the relevant literature on the performance evaluation of the administrative examination and approval bureau in the academic circle at home and abroad,laying a solid theoretical foundation for the subsequent research.Secondly,through literature analysis and Delphi method,the performance evaluation index system of local administrative examination and approval bureau of jiangsu province was constructed.On this basis,ahp was used to determine the weight system of evaluation indicators.Thirdly,the six administrative examination and approval bureaus were divided into three groups according to the region:south jiangsu,central jiangsu and north jiangsu,and the two administrative examination and approval bureaus in each region were divided into one group.The operational situation of the bureaus was introduced respectively,and relevant data were obtained through field survey and comprehensive fuzzy evaluation by using the constructed indicator system.The overall score of the fuzzy comprehensive evaluation results shows that the performance level of the local administrative examination and approval bureau of jiangsu province is at an excellent level,among which the performance level of the four municipal administrative examination and approval bureaus in southern jiangsu and central jiangsu is at the "excellent" level,and the performance level of the administrative examination and approval bureau in northern jiangsu is at the "good" level.Of monomial index of the fuzzy comprehensive evaluation score of detailed comparative analysis,we can find that jiangsu local administrative department for examination and approval of operation process,the overall level of performance in the area and reform correlation,service quality and satisfaction,and public opinion feedback channel unobstructed degree and the government response force,position and power transfer organization system,operation support system and the system construction,as well as different levels of problems.The causes of these problems mainly include the imperfect top-level design,the confusion of the transfer of administrative approval items and the allocation of power and responsibility,the improper deviation of local pilot and standardization work,and the immature organization and management mechanism.Finally this study from the top design,strengthening reform objectives clear,reasonable transfer,examination and approval matters in the scientific allocation of responsibilities,to coordinate local pilot and standardized work of cohesion,perfecting the organization operation management mechanism construction from four aspects,puts forward the enhance the level of local administrative department for examination and approval of operation performance of jiangsu province countermeasures and Suggestions.
