Since 1990s, new military revolution has been on the rise in the worldwide scale, currently our army faces the stern challenge of informationization war, the human is becoming the core factor to decide war success or failure day by day, our army's original human resources management method has not been able to satisfy the demands of development of our army, this provides competence-based human resources management the foundation to display positive effectiveness .Talent-post matching requires to unify organically individual characteristic and post characteristic in order to cause"Talent gets its suitable post","Post gets its suitable talent"and obtain an ideal effect of human resources management. Talent-post matching passes through the entire process of human resources management, each aspect of human resources management links with talent-post matching directly or indirectly. Talent-post matching in conscription is helpful to solve the problem of talent–post dismatching and promote comprehensive competitive power of our army.This article analyzes firstly the domestic and foreign research current situation of the talent-post matching theory, points out the present problem our army conscription work faces; then introduces the talent-post matching theory and the competence theory, analyzes the significance of competency model in our army conscription and management. Then this article puts emphasis on discussion the application of competency model in our army conscription and management, studies construction method, the steps and the evaluation method of competency model. First this article constructs the competency model by means of behavior event interview method and questionnaire survey procedure to determine competency characteristic of the recruits; then evaluates the competence by means of fuzzy comprehensive assesment method, whick will be the basis of conscription, finally takes the army drivers as the example of construction and real assesment research of the competency model, and analyzes the problem we should pay attention to using the competency model.The work of this article can solve the problems of evaluating scientifically the quality of recruits and subjective random allotment of personnel in our army original soldier conscription, is helpful to carry out the talent-post best matching of our army, finally achieve the maximization of goal of conscription work. |
