| As a key part of advancing governance capability and governance system,grassroots social governance affects the role of the government,the improvement of the national administrative system,and the improvement of administrative efficiency and credibility.The grassroots governance of society driven by innovation is deepening governance behavior while at the same time.It is of great significance to the development of the country,social stability and the people to live and work in peace and contentment.Based on the perspective of governance effectiveness,this paper uses the new era "Fengqiao Experience","Xiangshan Experience",and "Tongxiang Experience" as guidance,collects relevant data through literature reading,practical research and online collection,and uses Nvivo software to conduct grounded analysis.The innovative elements and their interrelationships are analyzed from the advanced social governance experience,so as to form an innovative analysis framework centered on governance efficiency,governance capabilities,governance legitimacy and governance mechanisms.Based on this,model interpretation,innovative research and practice are carried out Argumentation provides model support for research.On the basis of theoretical construction,conduct on-site investigations and in-depth interviews on the governance situation and current situation of the grassroots society in Dalian.A total of 48,000 words of interviews were transcribed.The collected data were summarized and sorted into three typical cases of grassroots governance in Dalian.Basic information and important internal measures describe the innovation process of Dalian’s grassroots social governance.On the one hand,it uses the innovation analysis framework to conduct an in-depth analysis of the problems and causes in Dalian’s grassroots governance innovations from three aspects: governance capabilities,governance legitimacy,and governance mechanisms,and proposes that there are weak public participation enthusiasm and social forces in the grassroots governance innovations.Low participation,barriers to cross-departmental coordination,lack of a complete supervision system,etc.;on the other hand,under the guidance of the innovation analysis framework,it puts forward more innovative development suggestions tailored to local conditions,that is,continuously strengthen mobilization,organization,and coordination at the level of governance capabilities.,Supervision ability,at the level of governance legitimacy,with party building as the core to strengthen the sense of identity,belonging,and acquisition of the masses,at the level of governance mechanism,through reshaping values,establishing rule recognition,strengthening social interaction,giving material support,and strengthening policy guidance,continuous innovation Governance systems and mechanisms,so as to continuously improve people’ s satisfaction with the effectiveness of grassroots governance through the innovation of grassroots governance in society. |
