Research On Government Affairs Openness Index System Based On Public Values

Openness of government affairs is an effective way to improve the ability of state governance and build a government under the rule of law.In recent years,governments at all levels have continuously raised their awareness of government affairs and their ability to work,effectively responding to the real needs of the public to participate in public affairs and safeguard their rights and interests.In order to better promote the effective implementation of the openness of government affairs,governments at all levels and third-party assessment agencies have successively established various index systems,assessed the quality of openness of government affairs at all levels of government agencies and their departments,and tried to improve work quality by evaluation.At the current stage,all types of government affairs openness index systems are constructed from the perspective of work or from the customer’s perspective,with varying degrees of limitations.Based on the public value theory and information space theory,this study uses the Delphi method and the AHP to try to establish a set of government affairs openness index system based on public values,and to scientifically and effectively evaluate the openness of government affairs and reduce it.Evaluate the costs and promote the overall improvement of the government’s ability and quality of openness of government affairs.The study is divided into six chapters.The first chapter is from the research background and significance,domestic and foreign research review,research ideas and framework,research methods,innovation points,etc.The second chapter explains and expounds the concepts of openness of government affairs and the government affairs openness index,and introduces the theory of information space and the theory of public value.The third chapter summarizes the current situation and problems of the government affairs openness index system at the current stage in W city,and analyzes the realistic needs and significance of the government affairs openness index system based on public valuess in the new era of socialism with Chinese characteristics.The fourth chapter constructs a set of government affairs public index system based on public valuess including 5 first-level indicators,22 second-level indicators and 56 third-level indicators by means of AHP and Delphi method.The fifth chapter uses the index system constructed in this study and the original government affairs openness index system based on job evaluation to assess the quality of openness of government affairs in 2017 in various district governments of W city.Through comparative analysis and typical case analysis,the relative advantages of the government affairs openness index system based on public values is summarized.The last chapter summarizes the full text and rethinks the deficiencies in the study to provide reference for future research.The research results show that the government affairs openness index system based on public values constructed in this study has comparative advantages in many aspects.It can fill the gaps in the existing index system at the public values level,guide the quality of openness of government affairs,and strengthen the government’s governance capacity.
