country.The core force that dominates rural work is the party’s rural grassroots organizations,which play a political role in the promotion of the rural revitalization strategy.Therefore,to promote the smooth implementation of the rural revitalization strategy,it is necessary to give full play to the leadership core position and battle fortress role of rural grassroots party organizations.However,with the acceleration of urbanization,a large number of young and middle-aged farmers are going out to work,and many rural areas are unable to solve their own endogenous main power problems.Problems such as weak and weak party organizations,prominent contradictions in letters and visits,weak economic foundations,and slow development have emerged to varying degrees.This situation is not conducive to the promotion and implementation of rural revitalization.In the face of these practical problems,some village-level party organizations have no way to solve them,and some have been weak and weak for a long time,unable to save themselves.Therefore,it is necessary to inject "fresh blood" into these villages as soon as possible,build a strong village-level party organization,and stimulate endogenous motivation.To build a strong rural grassroots party organization,the key is to equip it with a team of party members and cadres who are politically sound,high-quality,and professional.Through a variety of ways,we will find ways to select and match cadres in rural grassroots party organizations,optimize the structure of the cadre team,and enhance the combat effectiveness,cohesion,and vitality of village-level party organizations.Selecting cadres to serve in the village can not only effectively solve the dilemma that the rural areas cannot save themselves,but also help cadres understand the real situation at the grassroots level,train and train cadres to grow into talents,and promote the steady progress of the rural revitalization strategy.To study the selection of cadres from government agencies and institutions under the reorganization system to serve in the village,analyze the work situation and work practices of the selection of village cadres under the reorganization system,and explore the operational mechanism and shortcomings of the system of cadres selection under the reorganization system for rural governance,which can provide for the improvement of the system for selecting cadres to the village Theoretical basis.This thesis takes cadres selected by the reorganization system to the village as the research object,discusses in detail the background and implementation process of the selection of cadres to the village under the reorganization system,explains the operating mechanism of the reorganization system to select cadres to the village based on the embedded theory,and analyzes the problems faced Dilemma and propose reasonable countermeasures.The study found that by strengthening organizational leadership,analyzing and researching villages,selecting people through gold mining,and complementing supply and demand,City H selected 27 villagers for the reorganization system of 9 villages with long-term weakness in party organizations or prominent conflicts between letters and visits.The cadres of government agencies and institutions shall serve in the villages,and each village shall select 3 persons,a party organization secretary and 2 committee members.These cadres have the characteristics of political firmness,high quality,high educational level,and rich experience in rural work,and most of them are young and middle-aged male cadres.After cadres are selected and sent to the village,they will strengthen the construction of grass-roots organizations and optimize the structure of the village cadre team through organizational embedding;through the systematic construction of multiple working mechanisms such as package union working mechanism,incentive mechanism,and input mechanism,ensure that cadres are selected to serve in the village by means of policy embedding The effectiveness of the work;the selection of cadres to exert their own subjective initiative,excavate and integrate multi-party social resources from the personal social network,and promote the construction of the village in the way of relationship embedding.However,there are also some problems in the selection process of the reorganization system.The lack of strict control on the selection of cadres leads to "uneven good and bad" abilities in the selection of cadres.The imperfect education and management system for selected cadres leads to imperfect policy embedding,and the ability of selected cadres to integrate resources is different.Relationship embedding is unbalanced.Therefore,the selection and appointment of cadres in the reorganization system must strictly control the selection and appointment of cadres,and select cadres with excellent political quality and strong working ability to posts;it is necessary to continuously improve the selection and appointment of cadres to cultivate education,promotion and appointment mechanisms to inspire the enthusiasm of selecting and sending cadres and officers to start a business;It is necessary to strengthen the sharing of resource information,improve the resource sharing mechanism,and realize the
