Overseas Chinese Federation is one of many mass organizations in China,of which history can be traced back to the Anti-Japanese War.The All-China Federation of Returned Overseas Chinese and the local Federation of Returned Overseas Chinese are responsible for overseas Chinese affairs,representing the interests of returned overseas Chinese and their family members,and safeguarding the lawful rights and interests of returned overseas Chinese and their family members in accordance with the law of China.With further transformation of China’s economic and social development in recent years,China’s institutional reform is in full swing.And due to transformation of the government functions,mass organizations have great potential to participate in social governance,expand citizen participation and public services,and undertake the transfer of government functions,the local overseas Chinese organizations are under the pressure of construction and reformation.Exploring the next reform strategy for the construction and reform of Chinese Overseas Chinese Federations is a big subject.Based on the theory of the third sector organizations,social management theory,government failure theory and related theory,this paper investigated the condition of the organizational construction of Suining Federation of Returned Overseas Chinese by field visits,telephone consultation questionnaires,We Chat inquiry,expounds how it underwent the construction from the point of frame construction,innovation of ideas,suppotring elements,service to the local family of overseas Chinese,and analyzed the existing problems of the progress,and put forward the corresponding countermeasures.This paper analyzes the problem of Suining,points out that its problems are the absence of the role in social governance,the organizational structure is not sound,the organization is not sound,weakness of team construction,the organizational representation is insufficient and the working methods need to be improved.And this paper gives five countermeasures in accordance with the basic principle that the local Overseas Chinese Federation should follow,namely,make the function clear,build the working network,attract more elite,strengthen the working power and build the famous platform.This research takes the practice of the research content as its innovation point.The disadvantage lies in the limitation of vision.
