The Federation of Overseas Chinese is a national people’s organization composed of returned overseas Chinese and overseas Chinese.The Party and the government serve as a bridge connecting returned overseas Chinese,their families and overseas Chinese.The federations of Returned Overseas Chinese at all levels represent the interests of returned overseas Chinese and safeguard the lawful rights and interests of returned overseas Chinese in accordance with the law.Serving overseas Chinese is the fundamental purpose of the Federation,whose basic functions include participation in the discussion and administration of state affairs,mass work,overseas friendship and safeguarding the interests of overseas Chinese.The work of the Federation of Overseas Chinese is naturally foreign-related and non-governmental.To unite the majority of returned overseas Chinese and overseas Chinese requires unremitting efforts of the Party and the people.It is also the glorious mission entrusted by the Party and the people to the Federation of Overseas Chinese,and a vivid embodiment of the Federation of Overseas Chinese serving the overall situation of the Party’s external work.Since the 18 th CPC National Congress,the?CPC?Central?Committee?with?Comrade?Xi?Jinping at?its?core has,from a global perspective and a strategic height,set new and higher requirements for the Federation of overseas Chinese in the new era to consolidate the hearts and strength of overseas Chinese and realize the Chinese Dream of national rejuvenation,and pointed out the direction and goals for the work of the Federation.With the development of society,the work of overseas Chinese affairs is facing new forms and challenges,which includes the increasing number of working objects,more onerous tasks,unsound work organizations for overseas Chinese affairs,weak cadre of overseas Chinese affairs,insufficient local preferential policies for overseas Chinese,lack of efforts to protect the interests of overseas Chinese,limited law enforcement in terms of protecting the rights of overseas Chinese,ever-evolving situation of overseas Chinese climate and an incomplete grasp of the situation of overseas Chinese at the grassroots level.Coastal areas possess unique geographical location,regional advantages,policy advantages,a open-minded population,strong emphasis on business and rich overseas Chinese resources.On the other hand,inland areas must deal with blocked traffic,lagged policy implementation and limited overseas Chinese resources.In the new era,facing the new situation,exploring and clarifying the difficulties encountered by overseas Chinese and the main service demands is of practical significance for expanding the resources of overseas Chinese,improving the service policy for overseas Chinese and serving the development of inland areas(taking Jincheng as an example).In order to achieve this objective,the researcher took Jincheng City of Shanxi Province as an example and coastal cities(such as Xiamen and Quanzhou)as reference,conducted comparative analysis after gathering information through questionnaires.At the same time,through the research of this subject,the researcher will collect more insights regarding the overseas Chinese affairs in coastal cities,promote the quality and quantity of overseas Chinese affairs resources of Jincheng Federation of Overseas Chinese,make the overseas Chinese affairs work more scientific,efficient and systematic,and promote the innovative development of Jincheng Federation of Overseas Chinese Affairs.
