| In order to effectively maintain national security and social stability,auxiliary police system is the breakthrough to solve this problem in the face of the pressure of police shortage in the immigration inspection system.Established in April 2018,Shanghai PVG immigration inspection station is the first fully formed auxiliary police force in the national immigration inspection system.The auxiliary police force in Shanghai PVG immigration inspection station is divided into two teams,xieqin team 1 is stationed at Shanghai Pudong international airport Terminal 1 and xieqin team 2 is located on Terminal 2.However,the turnover rate of civilian staff is as high as 20%,which is higher than the normal turnover rate of 10%-15%,which seriously affects the stability of the team,increases the organization’s operating cost and has a negative impact on the normal operation of the immigration inspection.Based on the Price-Mueller model,this paper constructs a model of influencing factors of civilian staff dimission for immigration inspection,which based on the characteristics of immigration inspection positions through literature reading and interview survey.Using the method of questionnaire survey and cluster sampling,192 questionnaires were sent to the samples from xieqin team 1 and xieqin team 2.Using SPSS,it is found that social support,external opportunities and career development are the three most significant factors that affect the turnover intention of civilian staff.The turnover tendency was lower in the group who between 31 and 40 years old,married and have a job more than 10 years.Based on the above research findings,this paper proposes to improve the compensation and welfare system,improve the promotion system of posts and ranks,and implement scientific assessment and incentive mechanism.Strengthen professional training,implement job rotation system,improve the degree of civilian career growth;Optimize the organization,leverage technology and recruitment advice.Some of the proposals have been communicated with the management of the civilian staff team at Shanghai PVG airport and have been approved by the relevant parties. |
