Study On The Implementation Deviation Of Goods Customs Clearance Facilitation Policy

This paper takes the implementation deviation of the customs clearance facilitation policy as the research object,through reviewing,sorting out and analyzing the theory of the implementation deviation of the policy and the implementation deviation of the policy,drawing on the research experience of the implementation deviation of the policy at home and abroad,summarizes the concept and characteristics of the implementation deviation of the customs clearance facilitation policy,and evaluates the history,current situation and problems of the customs clearance facilitation Analysis,put forward the idea of improving the implementation of the policy of goods customs clearance facilitation.The article consists of six chapters.The introduction part describes the background and significance of the research,the main achievements and evaluation of theoretical research at home and abroad,research ideas and research methods.The second chapter "core concepts and theoretical basis",introduces the core concepts of this study,including the customs clearance of goods,customs clearance facilitation policies,policy implementation deviation,etc.,and summarizes the theoretical basis of service-oriented government,fuzzy conflict model,comprehensive model of policy implementation influencing factors used in this study.The third chapter "analysis of the implementation target system of the customs clearance facilitation policy",mainly elaborates the analysis of the implementation target system of the customs clearance facilitation policy.The fourth chapter "the current situation and existing problems of the implementation of the customs clearance facilitation policy",reviews the history,current situation and existing problems of the implementation of the customs clearance facilitation policy,and analyzes the specific performance of the deviation of policy understanding,task implementation and policy effect in the process of the implementation of the policy by using theoretical tools.The fifth chapter "the analysis of the causes of the deviation of the implementation of the policy of goods customs clearance facilitation",using the theoretical tools to analyze the causes of the deviation of the implementation of the policy from the aspects of the fuzzy conflict of the policy,the instability of the supporting environment,and the poor communication between the implementation subjects.The sixth chapter "measures to improve the deviation of the implementation of the facilitation policy of customs clearance of goods",puts forward suggestions to improve the content of the policy,the supporting guarantee mechanism of the policy,the quality of the main body of the policy implementation,the information communication platform,and the supervision and accountability mechanism of the policy implementation on the basis of the effect evaluation.Through theoretical research and empirical research,literature research and case study,this paper attempts to establish a scientific,reasonable and operational policy implementation model through the study of the deviation of the implementation of the goods customs clearance facilitation policy,which is conducive to the realization of the implementation objectives of the goods customs clearance facilitation policy.
