Abstract/Summary:
Policy enforcement civil servants refers to those who,in accordance with laws and regulations,directly perform policy enforcement duties such as administrative license,administrative penalty,administrative compulsion,administrative levy,administrative fees and administrative inspection on administrative counterparts.For a long time,policy enforcement civil servants always have direct contacts with the common people,which is closely related to the basic necessities of the masses,as a result,their policy enforcement has been widely concerned and supervised by the society.Therefore,policy enforcement civil servants Showing the characteristics of high working intensity and large risk of performing duties.However,in the current management process of policy enforcement civil servants,there are some problems,such as institutionalization of daily management,detachment from the front-line of policy enforcement,imperfect incentive and restraint mechanism,narrow space for career development,and lag vocational training management.The traditional management method of the comprehensive management civil servants can not effectively stimulate the enthusiasm of the policy enforcement civil servants.There is an urgent need for superior organizations to innovate management methods,and further strengthen the influence of organizational support on the work inputs of policy enforcement civil servants.Especially,in May 2018,the Executive Office of the CPC Central Committee issued “the opinions on further stimulating the new era of the broad masses of cadres to take on new acts,” for local authorities,how to better implement the central requirements,introduce some high-quality policies,and inspire the cadres working with passion,which has been a serious challenge.This paper mainly discusses the correlations between the organizational support and work inputs of the policy enforcement civil servants in S City,based on the research of relevant theoretical literature,bying questionnaire survey,we makes an empirical analysis of the organizational support and work inputs of 764 policy enforcement civil servants in the market supervision system of S city by random sampling.Then,we try to identify the factors that affect work the input of civil servants,and provide feasible,targeted interventions to improve the status of work inputs of policy enforcement civil servants,prompt management departments to perfect the relevant management system,improve the efficiency of human resource management,and provide a theoretical basis for strengthening the construction of policy enforcement civil servants.The research shows that S City market supervision system of policy enforcement perceived organizational support and work inputs of civil servants are still in the average level,perceived organizational support three dimensions the mean score of value identity,interests care and support work,among which the work supports scored lowest,which indicates that most of the policy enforcement civil servants have a low sense of support from the organization.The mean score of the three dimensions of work inputs are dedication,vitality and concentration.Among them,the focus score is the lowest,indicating that policy enforcement civil servants need to further strengthen their focus on work.All dimensions of perceived organizational support show significant positive correlation with work inputs at the level of P value 0.01,among which the correlation coefficient between job support and contribution dimension is at the maximum of 0.733,indicating a strong positive correlation between them.Finally,through regression analysis,it is concluded that the organizational support of civil servants of policy enforcement in the market supervision system of S City can explain 53.4% of the reasons for the change in job investment.Based on the conclusion of the empirical analysis,this paper found that the policy enforcement civil servants perceived organizational support has obvious positive effect on work inputs,and the sense of organizational support varies according to the individual situation,which can explain and predict their work inputs,what’s more,the work supports and interest concerns dimension have a deep influence on the work inputs.Therefore,combining the above theoretical basis and data analysis results,in order to improve management mode and enhance organizational support,this paper will put forwards some suggestions from the perspective of work support and interest concern,so as to further improve the level of work inputs.
