Individuals who take innovative action can significantly enhance their performance and ensure the efficient operation of their organisations.Through the innovative behaviour of civil servants,governments are able to function more effectively and improve the quality of public services,thereby increasing public satisfaction and trust in government.As global government reform continues,public demand for quality government services and the ability to adapt to change is increasing,and government departments everywhere are faced with the challenge of changing roles and re-engineering their work.The innovative behaviour of civil servants can inspire individual enthusiasm,assist organisations to achieve their strategic goals and advance the development of innovative governments.It is of great importance to explore the mechanisms that shape the innovative behaviour of civil servants and how to promote innovation in their work.This thesis aims to explore the innovative behaviour of young civil servants and conducts research in the following four areas: first,in the Chinese context,this thesis proposes four dimensions of civil servants’ innovative behaviour: control-oriented innovation,autonomy-oriented innovation,breakthrough approach innovation and incremental approach innovation,and explores the mechanisms underlying the influence of the sense of organisational support on civil servants’ innovative behaviour.Secondly,this study considers achievement motivation as an important factor in the link between organizational support perception and civil servants’ corporate innovation behaviour,constructs a theoretical model in which organizational support perception is treated as the independent variable,achievement motivation as the moderating variable and civil servants’ autonomous innovation behaviour as the dependent variable,and proposes eighteen research hypotheses.Thirdly,to better reflect the Chinese context,we revised the well-established likert-5 review subscale at home and abroad and integrated the three variables together.From March 2022 to September 2022,four hundred survey responses were distributed through face-to-face surveys and online social networking platforms,and data were collected from three regions: Jinan,Qingdao and Weifang.It was found that the sense of organisational support has a positive effect on civil servants’ corporate innovation behaviour,in which achievement motivation plays a moderating role.Fourthly,through the dissection of the theoretical model and interviews with research participants,management suggestions that help promote civil servants’ innovative behaviour were summarised,which include valuing personality traits and increasing team support.The study shows that:(1)The feeling of organisational support has a significant positive impact on civil servants’ innovative behaviour,and members show higher innovative behaviour when they feel more support from the organisation.(2)Achievement motivation negatively moderates the relationship between organizational support and civil servants’ innovative behaviour.When individuals have high achievement motivation,the effect of organisational support on civil servants’ innovative behaviour is weaker;when individuals have low achievement motivation,the effect of organisational support on civil servants’ innovative behaviour is stronger.
