Mode And Effect Evaluation. Poverty Alleviation Voluntary Relocation - A Case Study

Under the direction of State Department's guideline and policy of poverty alleviation and according to the theory and methods of system engineering and population migration ,the author studied the question of poverty alleviation about the model studied and effect evaluation in Guangxi Zhuang autonomous region, with shaking off poverty and setting out on the road to prosperity and resource sustained development as its ultimate object. After referring to a large number of documents and bibliographies and carefully conducting field survey, the author secured the first-hand materials. Based on the above, the concept of Voluntary Migration System was defined and the character, structure, function, agent and factors of the system were analyzed. The paper also analyzed and summarized three existing major migration models in detail. In addition, the author established index evaluation system, then, by means of multi-object and multi-level fuzzy comprehensive evaluation, made qualitative and quantitative evaluation of it and proposed new models and suggestions finally. This paper provided the important decision and references for the poverty alleviation bureau of Guangxi or China.
