Research On Administrative Supervision Of China’s Live Network Take The Case Of 99 Bar

With the development of the Internet,information transmission modes have been from the initial text,picture communication,to later voice communication,and now to video communication,and content bearing modes have been more and more diverse.These changes have posed great challenges to the traditional regulatory ideas and means of China’s administrative supervision departments.This paper takes the “chat 99 bar” event in 2018 as an example to discuss the supervision of the current webcast.Although the incident has come to an end,the supervision of network broadcast can no longer be completely governed by the traditional mode of network supervision,even though internet technology and mobile terminals have made great success.In modern society,webcast is a more typical phenomenon.Compared with the previous information dissemination mode,webcast has characteristics of convenience,universality and real-time,which have made the dissemination of modern information break the restriction of time and room,and enormously enhance the productiveness of message extend.But we should also jot that webcast makes the spread facility of communication unduplicated,but also enhance the difficulty of government supervision.Combined with the current judicial practice of network broadcast in our country,although the administrative department has adopted certain regulation measures in the field of live broadcast,and implement irregular special management activities and other administrative measures.Yet there are still some conundrums in the field of webcast conservation in China,for instance imperfect legislation,unreasonable supervision subject,single traditional supervision mode and backward supervision technology.The thesis is grounded on recap and diagnosing the conundrums living in the supervision of network broadcast in China.It analyzes practical experience of some developed countries,such as Korea,Singapore,Britain and American.On the one hand,due to the flexibility of legislation,it provides a basis for government departments to enforce the law and also foster the fixed expansion of broadcast calling.On the other hand,because of the use of the technological superiority of live broadcast calling institute foundations,via some incentives to enhance the enthusiasm of industry groups.Overall,this thesis is grounded on recap and diagnosing to the practice of other countries in the domain of network broadcast and coupling with the pragmatic condition of our country.The thesis recommend laws and management to ameliorate the direction of government sector in the domain of network broadcast,clarifies the main body of supervision of webcast,innovates the mode of supervision,and actively develops and applies the supervision of emerging technology.In a word,through the current webcast reflected by the "chat 99 bar" incident,the defects in administrative supervision that need to be solved urgently should be strengthened and perfected in the relevant legislation,supervision subject,direction mode,direction technique,and so on,for the sake of achieve the over regulation of webcast.
