Research On The Development Of Voluntary Service Organizations From The Perspective Of Social Governance

Volunteer service is an important symbol of social civilization progress.With the deepening of China’s political system reform in recent years,the government has gradually transferred part of the public service functions to the third sector.As an important part of the third sector,voluntary service organization plays a vital role in coordinating social governance.Especially since the Fourth Plenary Session of the 19th CPC Central Committee,volunteer service organization has become an indispensable and important force to promote social development.Moreover,it is of great significance to the modernization of national governance system and governance capacity.At present,China’s voluntary service organizations have made certain achievements in improving the level of social welfare and promoting social progress.However,compared with the requirements of social governance modernization,China’s voluntary service organizations still have a long way to go.Consequently,It is the practical need of social governance modernization to develop voluntary service organizations.Based on social governance theories and voluntary service theories,this paper combs in detail the role of voluntary service organizations in social governance.In addition,this paper combines theory with practice while analyzing the current situation of volunteer service organizations.This paper focuses on field investigation in Nanchang and uses such quantitative and qualitative methods as comparative research,questionnaire survey and interview to carry out investigation.On this basis,the outstanding problems existing in Nanchang’s voluntary service organizations are summarized.By analyzing reasons for these problems and drawing lessons from the advanced experience in the development of domestic voluntary service organizations,countermeasures for the development of voluntary service organizations in Nanchang are put forward.This paper mainly consists of the following parts:The first part is introduction.This part briefly introduces the background,ideas and methods of this research.Furthermore,it expounds the importance and necessity of studying the development of voluntary service organizations.In addition,relevant researches on the development of voluntary service both at home and abroad are sorted out,while relevant concepts are analyzed to clarify important terms in this paper.Meanwhile,this part shows the research methods of this paper as well as the existing innovation points and deficiencies.The second part is the theoretical part.By introducing the perspective of social governance,this part mainly explains theories related to social governance and voluntary service,so as to provide necessary theoretical support and empirical basis for studying the topic of how to play an important role of volunteer service organization in social governance.The third part is the analysis of current situation and problems.This part briefly introduces the development course and current situation of voluntary service organizations in Nanchang.Based on the results of questionnaire survey and interview,this part summarizes and analyzes the problems restricting the development of Nanchang’s voluntary service organizations,so as to lay the foundation for putting forward countermeasures and suggestions.The fourth part introduces advanced domestic experience.The advanced experience of voluntary service organizations in Shanghai,Wuhan and Xichang in the process of social governance can be references to Nanchang.The fifth part is the countermeasure analysis.In view of the problems and causes existing in Nanchang City,this paper puts forward suggestions on how voluntary service organizations can better play their role in social governance from three aspects,including improving internal mechanism,exploring social network and optimizing external environment.The sixth part is the conclusion and prospect.The current situation of Nanchang’s voluntary service organizations reflects that of the whole China.Although certain achievements have been made,the development of voluntary service organizations is still at the initial stage.Therefore,it is necessary for academics to carry out continuous research on this topic.
