The Study Of Decision Bias Of Police Command From The Perspective Of Bounded Rationality

Decision-making is the core and soul of the whole police command activities,the result of decision-making is the guide and basis of police law enforcement action.“the biggest mistake is the wrong decision-making”,which has caused the rising cost of police command decisionmaking in the process of reducing and avoiding decision-making bias.Because of the current police command decision-making theory has failed to effectively handled the bias in practice,bounded rationality theory in behavioral decision-making is introduced.The object of decisionmaking research focuses on the subject of “human”,and the phenomenon and mechanism of decision-making bias are analyzed and explained by using the principle of decision-making science,so as to explore the scientific path to correct the decision-making bias of police command.In the stage of theory introduction,starting from the definition of police command decision-making concept,it makes clear the connotation and essence of police command decision-making,summarizes the basic content of bounded rationality and the restriction of subjective and objective factors on rationality,and demonstrates the agreement between the theory of bounded rationality and the reality of police command decision-making and the value of theory introduction.In the stage of problem analysis,it sorts out the specific features of police command decision-making bias in the stages of information study and judgement,tactics selection,behavior risk control by using social phenomenon analysis and case analysis.On that basis,it summarizes four kinds of factors,namely thinking error,cognitive trap,insufficient information and lack of method,that result in decision-making bias,and classifies the internal and external causes from subjective and objective perspectives.In the stage of mechanism explanation,it makes an in-depth analysis of the reasons for the decision-making bias of police command,aiming at exploring the internal mechanism of decision-making bias.From the perspective of bounded rationality,the subjective factors leading to the decision-making bias of police command are the limitation of subjective ability,and the objective factors are the restriction of objective conditions.The mechanism of decisionmaking bias is the joint action of subjective and objective factors.In the stage of path exploration,it corrects the decision-making bias according to the structure of “guide of basic principle--improvement of subjective ability--avoidance of objective restriction”.At first,it takes “principle of satisfaction”,“principle of double effect”,“regulative principle” as the macro criteria for the evidence of bias correction;second,it innovates the thinking mode of decision-makers from three aspects of experience thinking,image thinking and dialectical thinking,and enhances the subjective ability of decision-makers from both internal and external cultivation;finally,through program optimization modes of strengthening the level of information study and judgement,improving the quality of action scheme,reinforcing the control of behavior risk,it reduces the constraints of objective conditions on the decision-making effect,and embeds appropriate and feasible decision-making methods in the process of optimizing the decision-making process,so as to ensure the scientificity of police command decision-making.
