A Comparative Study Of Police Command Models In Beijing And Hongkong Police Force

With the rapid development of social economy and the accelerating process of urbanization,social security and stability are facing new situations and new challenges,therefore,new demands have been placed on the command of urban policing.Beijing,as the capital,is a gathering place for large-scale events,high-end enterprises and talents.Public security incidents here happen from time to time,so there are some higher requirements on the updating and shifting of the public security police command model to effectively raising safeguard the social security and stability of the capital.The Hong Kong Police Force,as a modern police force enjoying great prestige in the world,has formed a standardized and scientific police command model in its long-term policing practice.It is of great significant to learns from the advanced experience of the Hong Kong Police Force's police command model,so that we can promote the reform of the policing command system of public security organs in Beijing and other major cities,and speed up the construction of an efficient and rapid police command model.This article takes the Beijing Municipal Public Security Bureau and the Hong Kong Police Force's police command model as the research object,comparing four aspects of two areas——police command target,police command system,police command process,and police command effectiveness,to analyze the advantages and disadvantages of each element of the policing command model,then summed up the experience,and put forward relevant measures to improve the police command performance of large cities in China.This article holds that the police command mode includes four aspects,such as police command target,police command system,police command flow and police command efficiency.From the police command target,Beijing Municipal Public Security Bureau is more focused on harvesting good social effects,the police force in Hong Kong attaches more importance to the standardization of law enforcement and emphasizes the legal effect;from the police command system,the police force has obvious advanced and scientific nature,the Beijing Municipal Public Security Bureau has a lack of information services,personnel configuration unscientific problems;From the police command flow to see,the Beijing Municipal Public Security Bureau divides the police feeling to carry on the grading command,the Hong Kong Police force pays more attention to the legalization and normalization of the command flow,with distinctive features;Judging from the effectiveness of Policing command,the Beijing Public Security Bureau shortens the command time through point-to-point Visual command,and the Hong Kong police force relies on "intelligence-led",divisional command and community Patrol to enhance the command effectiveness.To further improve the performance of police command in metropolitan Public Security organs,the following improvement measures should be taken: firstly,the aim of police command is to set both social effect and legal effect,adhere to the concept of rule of law throughout,strengthen the democratic supervision of the whole process of police command;the second is to further improve the police command system and innovate the commanding system of Police Affairsto strengthen the capacity building of police command main body;the third is to further optimize the police command flow,standardize the relationship between hierarchical command and direct command,and explore and practice the whole process monitoring of police command.
