Study On The World Bank’s Business Environment Optimization In Qinghai Province

The importance of business environment is becoming more and more highlight,for the economic development in regional,with the shifts of economic form high-speed to high-quality in China.The Improving regulations on the Business Environment(Regulations for short,the same as below),not only does it supplement the content from the legislative level,but also as a basic guide,for further deepen reform and opening up,motivate the economic vitality,accelerate fair market competition and high-quality development.Qinghai province follows the requirements of the “regulation” to build a business environment,in order to make it into a standardized and legal orbital,and facilitate the quality of Qinghai business environment into a new level.For solving the weakness and difficulties,and optimizing the business environment,Qinghai province has taken the opportunity of studying and implementing the regulations,and has taken many measures to energize the market and the efficiency of government services continuously.As a whole,there is a big gap between Qinghai province and developed countries,or other development place in China,for the level of business environment.And the theoretical study and practice are not enough in-depth.The practice of domestic and overseas manifests that,the quality of business environment impact the strength of reginal economic competition.Only has fully studying for the current situation of the business environment in a region,can we find out the challenges,and put out optimization suggestions.So,the paper refers to the word bank’s index system,with the actual of Qinghai province,the satisfaction of enterprise,the evaluation index system suitable for study of business environment in Qinghai province is architecture.Through the AHP and the fuzzy comprehensive evaluation model,obtaining the satisfaction evaluation consequence of enterprise.The consequence indicate that,for Qinghai business environment,13.40% of enterprises have great satisfaction,19.97% are satisfied,46.08% are average,13.93% are dissatisfied and 6.62% are very dissatisfied.The results are combined with the stages of the corporate life cycle,It is believed that start-up and infrastructure stage obtain higher satisfaction,which should be continuously optimized in the process of maintaining the development status.while the financing stage,daily operation stage and fault tolerance stage of the enterprise have lower satisfaction,which need to be optimized urgently,so as to realize the overall improvement of business environment level in Qinghai province.According to that,we can see that business environment,in Qinghai province,is facing certain challenges,and have a big gap for development.After analyzing the challenges,putting out some optimization suggestion to facilitate enterprise development,and strengthen economic competition.Such as speeding up the construction of a service-oriented government,building and perfect fault-tolerant handling mechanism,diversify financing channels,fostering a quality business environment.
