Analysis Of State Power From The Perspective Of Value Chain ——Taking Integrated Circuit Industry As An Example

The position where a nation fall on value chains is one yardstick of measuring this nation’s comprehensive national strength.Because its global division of production,the integrated circuit industry,with its economic,political,military values,makes the dominant position in this industry a new source of power.The trade fraction between the United States and China since 2018 and some western countries’ sanction against Huawei,ZTE and other Chinese enterprises present China’s weakness in integrated circuit industry not only to the professionals but also amateurs.While there are a large number of studies that focus value chains,only several scholars analyze the relationship between nation power and the value chains from the political approach.Hence,analyzing international relations from new angles and/or by using new models is become more and more meaningful.From the perspective of value chain power,this paper establishes the “Tai Chi”structural model.Furtherly,this model shows that drove by irreplaceable technology and unshrinkable market share,the value chain power interactive with national power from the channels both in market and nation level.The capital bargaining power in the market level and the security deterrence power at the national lever are interact with each other.Furtherly,firstly analyzing the features of integrated circuit industry,this paper thinks that the technologies have gathered the value chain power,diffused the national power,shrunk the area of division of production,and increased the competition of geopolitics.This paper concludes that the resurgence of “technological nationalism” increase nations supports for integrated circuit industry;and while nations adopted this kind of supports,the “technological nationalism” will be strengthened,and thus forms a circle.This circle increases the possibility of nations decoupling from other nations in value chain in the future,and decreases the degree of the interdependence among nations and the economic loses once conflictions happened among nations.Therefore,in long-term,the international conflictions ever wars are more likely.In the future,China must continue to follow the path of openness、cooperation and win-win,so as to bring a glimmer of hope for breaking the "Thucydides trap" of national power competition.
