Study On The Goaland Path Of China’s National Institution Reform In The New Era

In 2018,the Third Plenary Session of the 19th CPC Central Committee made a decision to deepen the reform of Party and government institutions,opening the eighth institutional reform since the reform and opening up.This round of reforms,standing in the historical position as the socialism with Chinese characteristics entering a new era,against the background of profound changes in major social contradictions and comprehensively deepening reforms entering a key period of tackling difficulties,is guided by the modernization of national governance and gives a comprehensive and systematic planning on the objectives and path of reform.Different from previous reforms,the goals of this round of institutional reform include the party’s leadership system,China’s governance system,armed forces system,and group organization system,covering a wide range and involving many fields.The goal design includes logic,system,structure,function,variable,balance and other multiple scientific dimensions,adhering to be people-centered,and take the orientation of fairness and Chinese dream into account,and it is a unity of science and value.Guided by the reform goals and under the strong leadership of the Central Party Committee,the reform of central and local institutions has been coordinated and promoted.The organizational structure and management system of the Party and the government have been systematically and integrally restructured.Great results have been achieved,the reform task has been completed,and the goal of building a functional system of Party and government institutions that meets the requirements of the new era has been basically achieved.Summarizing the successful experiences,consolidating the reform results,and continuing to improve the functional system of the Party and government institutions are the next tasks of the reform.We must continue to develop in key areas and key links such as party leadership,government system reform,and the administrative system reform,making key breakthroughs,furthering the institutional reform.Under the guidance of Marxist theory of state governance,public organization theory,and goal-path theory,this paper summarizes the background,necessity,process,and effectiveness of deepening the reform of party and government institutions in the new era,and analyzes them from the perspectives of reform-goal and practice-path.In the reform-goal analysis,the specific connotation of deepening the reform-goals of the Party and government institutions is clarified,and the theoretical framework of goal analysis is established,including multiple dimensions such as logic and system,structure and function,variables and balance,and the implications of people-centered,efficient and fair value orientation in the goal setting are analyzed;In the analysis of the practice-path,the key measures to further the reform are put forward: adhere to and improve the Party’s comprehensive leadership system,optimize the reform of government institutions,strengthen the system of the armed forces,promote the reform of mass organizations,and deepen the reform of the administrative system.
