Law Enforcement At The Grassroots Level Should Be Lawful And Reasonable Under The Background Of Comprehensive Law Enforcement Reform Study On The Problem Of Transformation

In China,grassroots administrative law enforcement is an important measure of grassroots governance.It can implement central policies and local programs,which is of great significance to further promote the reform of administrative system and deepen grassroots social governance in China.Basic comprehensive administrative law enforcement reform is an important content of grassroots social management innovation and the inevitable requirement,but because the street bureaucracy itself has the identity of the particularity of power,in the process of the reform and the rules and redeployment of resources,comprehensive legal rationality of administrative law enforcement at the grass-roots level affected by a certain extent,needs further investigation and research.This study will be suzhou ping town as a typical case,comprehensive law enforcement reform,theoretical analysis is determined based on the literature research dimensions,using observation method,interview method for data collection,at the same time by the method of grounded theory,the extraction and refining data,preliminary build a basic comprehensive administrative law enforcement and legal reasonableness influence mechanism of theoretical framework,Specific analysis of the legal rationality of grassroots law enforcement in the process of comprehensive law enforcement reform related factors.It is found that in the process of comprehensive administrative law enforcement reform in Pingwang Town,Suzhou,the law enforcement readiness is insufficient due to the influence of law enforcement basis,participation motivation and law enforcement ability.Influenced by working environment,target groups and types of issues,administrative discretion is abused.Due to the influence of staffing,identity and financial constraints,the identification mechanism is lacking.Under the influence of department coordination and law enforcement support,there is an endogenous conflict between responsibility matching and resource sinking,which has a certain influence on the legitimacy and rationality of comprehensive administrative law enforcement.Based on the above problems and influencing factors,this study proposes countermeasures and suggestions to promote the legitimacy and rationalization of grassroots comprehensive administrative law enforcement from two dimensions of "legitimacy" and "rationality" : one is to pay attention to the transformation of service concept and realize professional adaptation of ability;Relax identification access and optimize staffing management;We will improve the law enforcement preparation mechanism from the three aspects of law enforcement accountability mechanism and social participation and supervision,and improve the effectiveness of administrative law enforcement.The second is to strengthen the regulation on the use of power and promote fine normative rules;Strengthen departmental coordination and promote resource service sinking;We will improve supporting mechanisms for reform to foster civic awareness and inspire and mobilize citizens’ initiative,and build a pattern of good governance by all.
