| The main functions of social assistance are to alleviate the living conditions of poor families,redistribute resources,and promote social harmony and stability,which is an important branch of the social welfare system.Rural social assistance is the top priority,which has been highly concerned by the state and the government.In recent years,the rural social assistance system is not only richer in content,but also more and more diversified in the main supply body.Charitable organizations are one of the representative groups.How to make it better participate in the cause of rural social assistance and improve our social assistance system is of great significance.On this basis,this paper analyzes the rationality of charitable organizations participating in social assistance by using governance theory and other related theories.By consulting relevant literature,collecting relevant data of social assistance,and combining with Marxist relief view,this paper summarizes the problems existing in the current rural social assistance: first,the government as a single subject has great pressure to help,It is mainly manifested in two aspects: less people,more work and lack of relief funds;Secondly,the rescue efficiency is low,the grassroots task is heavy,the actual operator is few,the lack of corresponding supervision mechanism,and the work progress is slow;Thirdly,the distribution will inevitably lead to uneven,because of regional differences,the phenomenon of uneven use of relief resources is very common;Finally,the coordination between organizations needs to be improved.Social assistance is not the responsibility of one department,but needs to be coordinated by multiple departments.Therefore,the low coordination of various departments directly leads to the lag of rural social assistance.In the face of the above problems,with the development of society,it is the general trend for charitable organizations to participate in rural social assistance,which can also effectively improve the current situation of rural social assistance.On the specific path of participation,this paper mainly from the perspective of charitable organizations,from their own ability,participation and external supervision.We should study the issue of charitable organizations participating in rural social assistance,concentrate idle social resources,help vulnerable groups,build a harmonious atmosphere of social unity,help rural revitalization,and work together for the great rejuvenation of the Chinese nation. |
