Research On The Connection Mechanism Between Philanthropy And Social Assistance

At present,China has achieved a well-off society in an all-round way.Although we have eliminated absolute poverty,there is still relative poverty.At the same time,with the development of social economy,social needs are diversified and personalized,and social forces need to participate in social assistance to help achieve common prosperity.Charity is an important part of China’s social security system.In recent years,the Party and the country attach great importance to charity.The Fourth and Fifth Plenary Sessions of the 19th CPC Central Committee clearly pointed out to develop charity.Epidemic in 2020,Henan’s flood in 2021 and Lushan’s earthquake in 2022 have proved that as the main force of philanthropy,charitable organizations have played an active role in emergency rescue,social assistance and social governance.At the same time,however,there are also some problems.Charity assistance and government assistance are independent and do their own thing.They fail to form a joint force of assistance,even cause overlapping assistance and assistance gaps.Therefore,promoting the connection between philanthropy and social assistance is an inevitable requirement to actively respond to the diversified social assistance needs,and an important measure to promote the transformation and upgrading of social assistance and form a multi-level,multi field and all-round social assistance system.This paper adopts the empirical research method,taking S city charitable organizations as the research object.On the premise of summarizing the practical and theoretical basis of the connection between philanthropy and social assistance,through literature review and interview records,the theoretical framework and measurement index system of influencing factors of the connection between philanthropy and social assistance are constructed.The system is mainly divided into three dimensions:logical conditions,external conditions and internal conditions,including 9 sub items,which are cooperation premise,cooperation guarantee,cooperation evaluation,top-level design,management system,platform construction,organizational foundation,organizational management and organizational services,which are divided into 17 items.Then through questionnaire survey and SPSS statistical analysis,to find out the main factors that affect the connection between charity and social assistance,and deduce the connection path of charity and social assistance.Finally,on the basis of previous interviews and research,we summarized the problems and causes of the connection between philanthropy and social assistance,and established a cooperation mechanism,coordination mechanism and security mechanism from the subject dimension,process dimension and effect dimension to build the overall framework of the connection system,with a view to achieving resource sharing,functional complementation and action coordination through cooperation between the subjects.Finally,the government,charity organizations,social charity resources and forces will be optimally combined,so as to promote the comprehensive,benign and orderly development of charity and social assistance.
